1.  Requested the General Manager, Solid Waste Management Services, the General Manager, Transportation Services and the Executive Director, Municipal Licensing and Standards, to report back to an Infrastructure and Environment Committee meeting in the second quarter of 2023 on the City's operational response and mitigation strategies to address illegal dumping on local and major roadways.

Summary

Toronto residents have voiced their concerns to local councillors, 311 and the media about garbage that has been illegally dumped on local residential streets and major roadways. The types of garbage ranges from household waste to furniture to construction materials. Not only is illegal dumping unsightly but it infringes upon residents' enjoyment of their neighbourhoods and can also pose health and safety concerns.

 

While the pandemic did force a redeployment of City staff, residents now expect that City services will have returned to pre-pandemic levels. Eliminating waste from roadways goes beyond just a coordinated cleanup effort and also requires preventative measures through education and by-law enforcement. We must ensure we are taking all available measures to maintain clean and safe roadways in the City of Toronto.
