City Council Decision

The City Clerk administered the Declaration of Office by Mayor John Tory and presented the Chain of Office to the Mayor.

Motions (City Council)

Point of Privilege by Councillor Josh Matlow

Councillor Matlow, rising on a Point of Privilege, stated that Mayor Tory impugned the privilege of City Council by requesting that Premier Ford provide the Mayor with undemocratic, minority rule powers that are unprecedented in any democratically elected body anywhere in the world. Councillor Matlow further stated that the remedies Mayor Tory should immediately take to address the way the privilege of Council has been impugned are to bring the matter of Bill 39 to the first possible Council agenda so that Members of Council have an opportunity to discuss it, and for Mayor Tory to declare that he is rescinding his request for undemocratic powers and work with elected colleagues to request Premier Ford to stop Bill 39.

Ruling by Mayor John Tory
Mayor Tory accepted the Point of Privilege and ruled there will be a report forthcoming to City Council at its meeting in December and that, as some of the matters that Councillor Matlow made reference to are not passed into laws yet, the matter will be discussed at that time based on a staff report that will be put forward to Council with respect to the so-called Strong Mayor authorities. Mayor Tory further ruled that he would address the matter, in part, in his own remarks during his First Address to Council.
