City Council Decision

City Council on June 14 and 15, 2023, adopted the following:

 

1. City Council appoint Jag Sharma to the position of Deputy City Manager for the City of Toronto, with such appointment to be effective on August 14, 2023, subject to written acceptance by the candidate, of the terms and conditions of a contract of employment offered by the City.

 

2. City Council authorize the City Manager to negotiate terms and conditions of employment with Jag Sharma.

 

3. City Council authorize the public release of the name and curriculum vitae summary of Jag Sharma in Confidential Attachment 1 to the report (June 7, 2023) from the City Manager upon City Council's approval of the appointment.

Councillor Paula Fletcher, rising on a Point of Order during questions on the item, stated that somebody got in trouble because they voted a certain way and they hadn't asked any questions. Councillor Fletcher further stated that she didn't know if Council had questions to ask in private, but she wants to make sure that doesn't happen again and that nobody gets caught in that situation and that she wished to know how Members wanted to proceed.

Councillor Paula Fletcher, rising on a Point of Order, stated that someone voted against the person and the Integrity Commissioner said they shouldn't have done that as they didn't ask any questions. Councillor Fletcher further stated that Members of Council should be careful and that according to the advice of the Integrity Commissioner they should ask questions if they have any concerns or are planning to vote against someone, or else there is an investigation waiting for them.

Councillor Mike Colle, rising on a Point of Order, stated that he requested the Integrity Commissioner to be present.

Councillor Mike Colle, rising on a Point of Order, stated that he thought the Integrity Commissioner had directed Council.

Speaker Nunziata accepted the Point of Order and ruled that Councillor Fletcher was referring to a previous Item, where the Integrity Commissioner had a report on the agenda.

Councillor Paula Fletcher, rising on a Point of Order, stated that she was sharing advice that from not asking questions an investigation had occurred.


Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that the point Councillor Colle raised, to have the Integrity Commissioner present is important. Councillor Perks further stated that he needs to understand if he is violating the Code of Conduct if he does not ask questions, and then votes a certain way.

Speaker Nunziata accepted the Points of Order and ruled that the item that Council is considering is CC7.2 which is the Appointment of Deputy City Manager, Development and Growth, and it is not a report from the Integrity Commissioner. Speaker Nunziata further ruled that if there are any questions in camera on the item, then Council will go in camera.
