City Council Decision
City Council on March 29, 30 and 31, 2023, adopted the following:
1. City Council appoint Earl Davis to the Toronto Hydro Board, at pleasure of Council, for a term of office ending March 31, 2025, and until a successor is appointed.
2. City Council direct that the balance of Confidential Attachment 1 and Confidential Attachments 2 to 4 to the report (March 6, 2023) from the City Clerk remain confidential in their entirety, as they relate to personal matters about identifiable individuals being considered for appointment to the Toronto Hydro Board.
The balance of Confidential Attachment 1 and Confidential Attachments 2 to 4 to the report (March 6, 2023) from the City Clerk remain confidential in their entirety in accordance with the provisions of the City of Toronto Act, 2006, as they relate to personal matters about identifiable individuals being considered for appointment to the Toronto Hydro Board.

Earl Davis
Earl Davis is a Financial Markets leader with over 28 years of global investing experience. He
presently heads Fixed Income at BMO Global Asset Management and formerly led Developed
Markets Fixed Income and Currencies at Ontario Teachers' Pension Plan. He holds a Chartered
Director designation, and is a Chartered Financial Accountant. He has an Masters of Business
Administration from the Ivey School of Business, and he is also a voting member of the
Accounting Standards Oversight Counsel which oversees and provides strategic input to the
Accounting Standards Board and the Public Sector Accounting Board.

Councillor Perks, rising on a Point of Order, stated that he wished to know if was permissible for him to make remarks about the list of questions that were asked of potential candidates, even though they were distributed in private.
John D. Elvidge, City Clerk, advised that provided that Councillor Perks does not connect the questions to the answers that were given by the candidates or the qualifications of the candidates, speaking on the questions is permissible.
