City Council Decision
City Council on December 13, 14 and 15, 2023, adopted the following:
1. City Council approve in principle the terms of the Ontario-Toronto New Deal Working Group Term Sheet document contained in Attachment 1 to the report (December 6, 2023) from the City Manager, and City Council authorize the City Manager, the Chief Financial Officer and Treasurer, and other staff as required, to continue discussions with the Government of Ontario and to take the necessary actions, including acceptance of provincial funding in the amounts set out in the term sheet, together with the execution of any necessary agreements to do so, and to report back to Council to seek any authority as may be necessary to implement the Core Commitments.
2. City Council direct the Toronto Transit Commission Board to implement the City’s commitments in the New Deal Term Sheet as it relates to the Toronto Transit Commission.
3. City Council request the Federal Government to be a full partner in the New Deal and direct the City Manager to transmit the Ontario-Toronto New Deal Working Group Term Sheet document contained in Attachment 1 to the report (December 6, 2023) from the City Manager to the Federal Government, underscoring the requirement for federal shelter funding for refugees and asylum seekers to unlock Provincial shelter funding of $200 million annually and federal matching dollars of $758 million to unlock Provincial funding for new subway trains on Line 2.
4. City Council request the City Manager to ensure that any Long Term Financial Plan efficiency measures recommended by staff for implementation, be brought forward for Council’s consideration prior to implementation, as appropriate.
5. City Council direct City staff and the Toronto Transit Commission, to engage in negotiations with respect to future transit commitments, including operations and maintenance funding, the subway agreement in principle, and continued use of the provincial fare card system, at the appropriate time, with a view to achieving terms that are acceptable and in the best interests of the City of Toronto.
6. City Council direct that Confidential Attachment 1 to the supplementary report (December 7, 2023) from the City Solicitor remain confidential at the discretion of the City Solicitor, as it contains advice or communications that are subject to solicitor-client privilege.
Confidential Attachment 1 to the supplementary report (December 7, 2023) from the City Solicitor remains confidential at this time in accordance with the provisions of the City of Toronto Act, 2006, as it contains advice or communications that are subject to solicitor-client privilege. Confidential Attachment 1 to the supplementary report (December 7, 2023) from the City Solicitor will be made public at the discretion of the City Solicitor.

That:
1. 2. City Council direct that all information contained in Confidential Attachment 1 to the report from the City Solicitor is to remain confidential at the discretion of the City Solicitor, as it contains advice or communications that are subject to solicitor-client privilege.
