Community Council Decision

The Toronto and East York Community Council:

 

1. Designated a passenger loading zone to operate at all times on the east side of Murray Street, between a point 8.3 metres south of Orde Street and a point 57 metres further south.

 

2. Amended the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m. at a rate of $4.00 per hour and for a maximum period of 3 hours, on the east side of Murray Street, between Orde Street and a point 90 metres south, to be in effect between a point 65.3 metres south of Orde Street and a point 24.7 metres further south.

Summary

During the pandemic, a passenger loading zone was installed on Murray Street as a part of the CurbTO initiative.

 

This loading zone was intended to help with parking challenges around Princess Margaret and congestion with pick up/drop off activities in the vicinity of their Murray Street driveway.  Staff were previously planning to remove this zone and re-instate the pay and display parking spaces that were removed.

 

However, Princess Margaret staff have reached out and requested that this zone remain, and made permanent.  According to hospital staff, the zone has helped with parking congestion in the area, and provided an alternative space where patients can safely load/unload.

 

Making this area a permanent Passenger Loading Zone is possible, but will require Community Council approval to amend the current parking by-laws. The recommendations will be to remove the pay and display parking and implement a regulatory "Passenger Loading Zone".  The zone will be signed No Standing Anytime "Passenger Loading Zone".  Under this regulation one can legally pick-up/drop-off passengers only.  Parking will not be allowed in this area.

 

Given the fact this change has been in place for almost 2 years without substantial impact to the existing system, and supporting the hospital clients, we should work to support this request.
