The Toronto and East York Community Council:

1. Authorized the closure of the north sidewalk on Stephenson Avenue between the first north/south public lane west of Stephenson Avenue and a point 55.6 metres east, from July 2, 2022 to December 31, 2023.

2. Authorized the closure of the north/south portion of Stephenson Avenue between Main Street/Danforth Avenue and a point approximately 97 meters further south, from July 2, 2022 to December 31, 2023.

3. Directed the applicant to pressure wash or sweep (weather permitting) the construction site and adjacent sidewalks and roadways daily, or more frequently as needed, to be cleared of any construction debris and made safe.

4. Directed the applicant to continue to ensure that the existing sidewalks or the proposed pedestrian walkways have proper enhanced lighting to ensure safety and visibility at all times of the day and night.

5. Directed the applicant to continue to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications.

6. Directed the applicant to continue to install appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times.

7. Directed the applicant to continue to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public.

8. Directed the applicant to continue to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public.

9. Directed the applicant to continue to install cane detection within the protected walkway to guide pedestrians who are visually impaired.

10. Directed the applicant to continue to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

11. Directed the applicant to continue to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

12. Directed that Stephenson Avenue and Main Street be returned to pre-construction traffic and parking regulations when the project is complete.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Tribute Communities is constructing a 27-storey residential condominium building with ground floor retail at 276-294 Main Street and 144 Stephenson Avenue.

The west and north sidewalk and a portion of the northbound curb lane on Stephenson Avenue abutting the site are currently closed for Phase 2 of the multi-phase construction staging operations. Toronto and East York Committee Council, at its meeting on April 21, 2021, approved the subject construction staging area on Stephenson Avenue from April 22, 2021 to December 15, 2021. Toronto and East York Committee Council, at its meeting on November 24, 2021, approved an extension for the construction staging area from December 16, 2021 to July 1, 2022.

The developer has requested approval for Phase 3 construction staging, to maintain the closure of the north sidewalk (south of the development site) and to close the north/south portion of Stephenson Avenue (east of the development site) to vehicular traffic.

Transportation Services is requesting authorization to maintain the closure of the north sidewalk and to fully close the north/south portion of Stephenson Avenue for a period of 18 months, from July 2, 2022 to December 31, 2023.
