The Toronto and East York Community Council:

1. Authorized the continuation of the closure of the north sidewalk and westbound curb lane of Eastern Avenue, from the west side of Logan Avenue to the east side of Booth Ave, from April 22, 2022 to September 1, 2022.

2. Authorized the continuation of the closure of the west sidewalk and a 3 metre-wide portion of the southbound lane on Logan Avenue from Eastern Avenue to a point 90 metres further north, from April 22, 2022 to September 1, 2022.

3. Directed the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

4. Directed the applicant to continue providing and installing public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

5. Directed the applicant to continue sweeping the construction site daily and nightly, or more frequently as needed to be cleared of any construction debris and made safe.

6. Directed the applicant to continue to pressure wash the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe.

7. Directed the applicant to continue ensuring that the existing sidewalks or the proposed pedestrian walkway have proper lighting to ensure safety and visibility at all times of the day and night.

8. Directed the applicant to continue to establish a Construction Liaison Committee made up of local residents and business owners to the satisfaction of the local Councillor, that the Committee is to meet weekly at the beginning of construction, and that minutes of the meetings are forwarded to the Local Councillor.

9. Directed the applicant to consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications.

10. Directed the applicant to continue to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public.

11. Directed the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public.

12. Directed the applicant to continue installing appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times.

13. Directed the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired.

14. Directed that Eastern Avenue and Logan Avenue be returned to its pre-construction traffic and parking regulations when the project is complete.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

462 Developments Inc. is building an eight-storey condominium with a total of 286 units at 462 Eastern Ave. The site is located on the north side of Eastern Avenue, between Logan Avenue and Booth Avenue. The north sidewalk and westbound curb lane of Eastern Avenue, from the west side of Logan Avenue to the east side of Booth Ave, are closed to accommodate construction staging operations for the development. In addition, the west sidewalk and a portion of the southbound lane on Logan Avenue is closed, from Eastern Avenue to a point 90 metres north.

Toronto and East York Community Council, at its meeting on December 3, 2019, approved the construction staging areas on Eastern Avenue and Logan Avenue from December 2, 2019 to March 31, 2022.

The developer has requested an extension of the duration of the construction staging areas on Eastern Avenue and Logan Avenue, in order to complete the construction of the development. Based on the information provided by the developer, the site has experienced a number of construction delays due to COVID-19 and inclement weather.

Transportation Services is requesting authorization to extend the duration of the construction staging areas on Eastern Avenue and Logan Avenue until September 1, 2022 in order to complete the construction of the development.
