Community Council Decision

The Toronto and East York Community Council:

1. Reduced the speed limit on Main Street from Danforth Avenue to Hamstead Avenue from 40 kilometres per hour to 30 kilometres per hour.

2. Requested the Director, Traffic Manager, Transportation Services to exempt Main Street from Doncaster Avenue to Hamstead Avenue from any applicable policies limiting the installation of speed humps on a Minor Arterial road and complete the necessary studies and reviews to install speed humps on this section of the road, and to report back to Toronto and East York Community Council by the second quarter of 2022.

3. Requested the Director, Traffic Manager, Transportation Services to reclassify Main Street from Doncaster Avenue to Hamstead Avenue as a Collector road at the next available opportunity when the City’s road classification system is updated as has been done through previous Council decisions (PW19.6 in 2012 and PW28.7 in 2018).

4. Requested the Director, Traffic Manager, Transportation Services to initiate the polling process for dual-sided permit parking on Main Street from Doncaster Avenue to Hamstead Avenue after the reclassification in Recommendation 3 above is enacted.

Summary

Over recent years, residents on Main Street north of Danforth Avenue have been in frequent contact with my office about increasing issues with speeding and dangerous driving. Main Street north of Doncaster Avenue has a residential feel and the road conditions change dramatically north of the intersection as the roadway looks, feels and functions as a residential street. As such, this stretch of Main Street would be better classified as a residential street.

Dozens of residents have submitted a petition asking for new road safety measures like speed humps to be added to the street. Because Main Street is classified as a Minor Arterial road in this section, the City’s policies do not currently allow for measures like speed humps to be implemented directly.

I am requesting your support to introduce road safety measures in line with those that would be provided on any other residential street.
