The Toronto and East York Community Council:

1. Directed the General Manager, Transportation Services, the Executive Director, Engineering and Construction Services, the General Manager, Toronto Water, the General Manager of Urban Forestry, and any other impacted City division to review the revised drawings showing the proposed road alteration for the site at 154-158 Front Street East.

2. Authorized the proposed road alteration on the north side of Front Street East between Frederick Street and Sherbourne Street, pending review and acceptance by City staff and the feasibility of implementing the road alteration design.

3. Authorized a temporary lane closure along the north side of Front Street East between Frederick Street and Sherbourne Street, for up to 45 days to construct the proposed road alteration.

The site plan for 154-158 Front Street East was approved in 2012. Since then, City Council has approved the Improvements to Pedestrian Boulevards of Front Street East and the St. Lawrence Public Realm Master Plan. 158 Front Street East has begun construction and there is an opportunity to implement a small but significant increase in public and pedestrian space through a road alteration which would accommodate a boulevard widening along the extent of the site along Front Street East, between Frederick Street and Sherbourne Street.

While the site plan has already been approved, the developer, Cityzen, is willing to include this in their scope of work so long as it does not significantly delay their timeline. The St. Lawrence BIA has led the way on this initiative by providing drawings, speaking with staff and working with the developer to ensure the community benefits from the proposed road alteration. Costs will be fronted by the St. Lawrence BIA, and later reimbursed through Ward 13 s.37 funds.

Given the unique circumstances, I am requesting that staff review the revised drawings to allow for the road alteration, which is consistent with the recent changes to the Front Street East corridor, the King-Parliament Master Plan and the BIA Public Realm Master Plan.
