City Council Decision
City Council on March 9, 2022, adopted the following:
1. City Council amend Zoning By-law 569-2013, for the lands at 252 Parliament Street substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 6 to the report (February 11, 2022) from the Director, Community Planning, Toronto and East York District.
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
3. Before introducing the necessary Bills contemplated in Parts 1 and 2 above to City Council for enactment, City Council require the owner(s) of the lands at 252 Parliament Street to:
a. submit a revised Functional Servicing and Stormwater Management Report, Hydrogeological Report and supporting documents, including confirmation of water and fire flow, sanitary and storm capacity, to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services, in consultation with the General Manager, Toronto Water; and
b. address all outstanding engineering issues identified in Section A of the Development Engineering Memorandum (December 20, 2021) from the Chief Engineer and Executive Director, Engineering and Construction Services, in consultation with the General Manager, Toronto Water, and any other comments that may arise further to the review of materials submitted as part of the process to address the issues set out in Section A of the memorandum (December 20, 2021) from the Chief Engineer and Executive Director, Engineering and Construction Services, all to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services and the General Manager, Transportation Services.

Community Council Recommendations
The Toronto and East York Community Council recommends that:
1. City Council amend Zoning By-law 569-2013, for the lands at 252 Parliament Street substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 6 to the report (February 11, 2022) from the Director, Community Planning, Toronto and East York District.

Origin
Summary
This application proposes to amend the Zoning By-law to permit a 9-storey (28.1 metres high plus 2.9 metres high mechanical equipment) mixed use building at 252 Parliament Street. The proposal is comprised of 69 purpose-built rental dwelling units, 128.8 square metres of commercial retail uses, and 10 parking spaces within a one-levelbelow ground garage.
The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020) and conforms with intent of the Official Plan and Downtown Secondary Plan. This report reviews and recommends approval of the application to amend the Zoning By-law.
