The Toronto and East York Community Council directed the General Manager, Transportation Services to:

1. install two rigid, fixed in place bollards on the Spruce Street entrance to Exchange Lane between the existing hydro pole to the south and the fixed bollard to the north, adjacent to the wooden fence at 14 Spruce Street. Work to be completed by the end of April 2022;

2. install two rigid, fixed in place bollards on the small cement pathway adjacent to the property at 14 Spruce Street between the existing hydro pole to the north and the larger yellow bollard to the south; work to be completed by the end of April 2022; and

3. explore available opportunities to limit property damage at 255 Carlton Street entrance into Exchange Lane; work to be completed by the end of April 2022.

Over the past year, I have heard from both the owners and residents of Don Area Co-operative Homes requesting bollard installations on account of safety concerns and extensive property damage due to large delivery trucks driving onto the small concrete path adjacent to their property at 14 Spruce Street in an attempt to drive around vehicles actively making deliveries in the laneway. Trucks will attempt to drive onto the small cement path thinking there is enough room and will end up hitting utility lines and the second story overhang.

In their letter, the Co-op has incurred significant repair costs due to property damage. As a result, my office has consulted with Transportation Staff and is recommending the installation of rigid, impact-resistant, fixed-in-place bollards to protect the adjacent property and enhance community safety.
