Various presentations, introductions and announcements were made to City Council on September 28, 2022.

Mayor Tory recognized Councillor Rose Milczyn. Mayor Tory acknowledged this was both Councillor Milczyn's first meeting and her last meeting. Mayor Tory thanked Councillor Milczyn for her service and noted that Members were grateful that Councillor Milczyn put her name forward for such a brief period of time.

Mayor Tory recognized Councillor Mike Layton who is not seeking re-election and thanked him for his years of service to the public. Mayor Tory acknowledged Councillor Layton for his leadership on Initiatives on the environment and climate change. Mayor Tory also acknowledged the work Councillor Layton did with the City's Indigenous communities regarding housing and his efforts in creating the first Indigenous Office in the City of Toronto, as well as helping to move the Reconciliation report forward. Mayor Tory thanked Councillor Mike Layton for his dedication and wished him well going forward.

Mayor Tory also recognized that this was the last meeting of City Council for Marilyn Toft, Manager of City Council, Special Committees and By-laws. Mayor Tory thanked Marilyn for her years of service to the City. Mayor Tory commented that it would not be same having a meeting without her sitting at the centre table, and wished her good luck in her retirement.
