March 9, 2022 at 10:11 a.m. - Speaker Nunziata advised Council of the following:

Members, we will now review and confirm the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote. 

We have deferred Item EX29.12 before us today. 

The Mayor has designated Item PH31.13 on Modular Supportive Housing at 175 Cummer Avenue and Item CC41.1 on Response to COVID-19 – March 2022 update as his Key Matters for this meeting.

Item PH31.13 will be our first item of business this morning.  Item CC41.1 will be considered as the first item after Member Motions.  Staff will be submitting a supplementary report on Item CC41.1 as soon as it is available.

I propose that Council do the Member Motion run through at 2 p.m. today.

We are scheduled to meet until 6 p.m. tonight.  We will take a scheduled recess between 12:30 and 2:00 p.m. Council will reconvene tomorrow at 9:30 a.m. if necessary.

I also propose that City Council set a time for a closed session, if required, later in the meeting.

The Clerk has advised that Councillor Colle would like to withdraw MM41.18.

I will now go through the items to take additional Member holds. I will review the Order Paper one section at a time. The Clerk will open the speakers list in CMP and you can place your name on the list.  When I recognize you, unmute your mic and state the item or items you wish to hold. 

Members, given the size of the agenda, I propose that we dispense with requests to make items urgent and time specific and that Council consider the agenda in order, as revised by the timing of the Mayor's Key Matters and the Member Motion run through.

Members, before we adopt the Order Paper, we will conduct recorded votes on those Items where Members have declared an interest.

March 9, 2022 at 10:17 a.m. - That City Council adopt the March 9, 2022 Order Paper and all other Items not held on consent.

Councillor Pasternak, on a Point of Order, stated that if the Order Paper is being reviewed in chunks then Members will not have an opportunity to hold items. He stated that another Member held an item on North York Community Council when it was not yet called.

Councillor Cressy, on a Point of Order, stated that he wished to confirm that the Mayor's second Key Matter - Item CC41.1 headed 'Response to Covid-19 – March 2022 Update to City Council' was timed after the Member Motions.
