February 17, 2022 at 9:47 a.m. - Speaker Nunziata advised Council of the following:

We will now review and confirm the Order Paper.   Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

The Mayor has identified Item EX30.1 on the 2022 Property Tax Rates and Related Matters as his first Key Matter and Item EX30.2 on the 2022 Capital and Operating Budgets as his second Key matter.  These will be our first and second items of business today.

We are scheduled to meet until 6 p.m. tonight.  We will take a scheduled recess between 12:30 and 2:00 p.m. Council will reconvene tomorrow at 9:30 a.m. if necessary.

The City Manager and the Chief Financial Officer and Treasurer are prepared to give a presentation on the 2022 Budgets.  

Members will have an opportunity to ask questions on each of the Executive Committee Items when the Items come up for debate.  There will be no separate round of questions on the staff presentation.     

Members, we have three items before us. Items 1 and 2 will be debated but does anyone wish to hold Item 3?

February 17, 2022 at 9:49 a.m. - That City Council adopt the February 18, 2021 Order Paper and all other Items not held on consent.

Councillor Perks, on a Point of Order, asked if the Mayor would consider joining his Key Matters, Items EX30.1 and EX30.2, together as a single Item.
