a - Review Order Paper

February 2, 2022 at 9:56 a.m. -  Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper.  We have 3 deferred Items before us today:

 

DM39.1, DM39.2 and DM39.3.

 

The Mayor has designated Item EX29.1 on the 2022 Launch of Community Crisis Support Service Pilots and Policing Reform Updates and Item PH30.2 on Expanding Housing Options in Neighbourhoods - Garden Suites - Final Report as his Key Matters for this meeting.  These will be our first items of business today.

         

The Notice of Motion run through is scheduled for 2 p.m. on Thursday only if the Mayor's Key Matters are completed. 

 

Members, Item EX29.2 on the SafeTO Implementation Plan is related to the Mayor's first Key Matter, Item EX29.1.  I propose that they be considered together.

 

Mayor Tory do you consent to the joining of this Item with your key matter?

 

I will now go through the items to take additional Member holds.  I will review the Order Paper one section at a time.

1 - Motion to Remove from Committee moved by Councillor Josh Matlow (Carried)

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Item EX29.15, headed "Major Snow Event Post-Operational Report" from the Executive Committee and bring the Item forward to City Council for consideration.

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Items:

 

CA27.1, headed "Appointment of a Public Member to the Legacy Fund Allocations Committee"; and

 

CA27.2, headed "Appointment of Public Members to the Heritage Toronto Board of Directors" 

 

from the Civic Appointments Committee and bring the Items forward to City Council for consideration.


3 - Motion to Amend the Order Paper moved by Councillor Paula Fletcher (Carried)

That City Council consider Item IE27.7 headed "On-Street Electric Vehicle Charging Stations - Pilot Update" as the first Item on Thursday, February 3, 2022.

February 2, 2022 at 10:38 a.m. - That City Council adopt the February 2, 2022 Order Paper, as amended and all other Items not held on consent.


4 - Motion to Amend the Order Paper moved by Councillor Jennifer McKelvie (Carried)

That City Council consider Item EX29.15 headed "Major Snow Event Post-Operational Report" as the first Item after the Mayor's Key Matters.  


b - Review Order Paper

February 3, 2022 at 9:38 a.m. -  Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. 

 

There are 47 Items left on the agenda, including 31 Member Motions.

 

Council has decided to consider Item IE27.7 on On-Street Electric Vehicle Charging Stations – Pilot Update as the first item of business this morning.

 

The Member Motion run through will be considered at 2 p.m. today.

Motion to Adopt Order Paper (Carried)

Point of Order by Councillor Gord Perks

Councillor Perks, on a Point of Order, stated that he understood motions to remove an Item from Committee are debatable and he would like to speak to Councillor Matlow's motion.

Ruling by Speaker Frances Nunziata
Speaker Nunziata accepted the Point of Order and ruled that Councillor Perks was correct.
