The Board of Directors of Toronto Parking Authority:

1.  Referred the item to the President, Toronto Parking Authority, and requested the President, Toronto Parking Authority, to consult with local Councillors impacted by the proposed changes.

Toronto Parking Authority Policy Resolution 3-6: Residential Overnight Use (refer to Appendix A) identifies ungated car parks located in residential areas that can accommodate overnight parking by local residents displaying valid residential on-street permits. Under the policy, permit holders may park overnight at the designated car parks at no charge. The car parks and applicable hours where residential on-street permit holders can park are identified in Annex A to the policy.

This report seeks approval for several amendments to the administration of Policy Resolution 3-6, which will provide Toronto Parking Authority the flexibility to manage residential overnight parking based on the capacity of car parks. Specifically, Toronto Parking Authority is requesting authority to add/remove car parks to/from Annex A on an as needed basis and to adjust the hours when overnight parking is permitted based on both the demand and capacity of the lot, as well as the availability of on-street permit parking, which may be limited because of either an oversubscription of on-street residential permits, weather conditions or construction impacts.

As part of any changes to the car parks identified in Annex A, including changes to the hours of operation, Toronto Parking Authority will ensure that the local Ward Councillors are consulted and that permit holders are provided adequate notice of any changes being made.

Lastly, this report requests that Toronto Parking Authority Board of Directors approve minor amendments to Policy Resolution 3-6 to provide greater clarity in the policy language, including a number of housekeeping changes.
