North York Community Council:

1. Authorized the General Manager, Transportation Services to temporarily close the cul-de-sac on Blue Ridge Road, generally as shown in Attachment 1 to the letter (June 27, 2022) from Councillor Shelley Carroll, from July 15, 2022 to July 15, 2023.

2. Requested that the General Manager, Transportation Services, bring forward a final report on the permanent closure of the Blue Ridge Road cul-de-sac to North York Community Council by no later than the first quarter of 2023.

On February 23, 2022, in its consideration of item NY30.31 Permanent Closure to Vehicular Traffic of the Blue Ridge Road Cul-de-sac, North York Community Council requested that the General Manager, Transportation Services develop a plan to close the cul-de-sac on Blue Ridge Road to vehicular traffic and report back to North York Community Council with a draft by-law to proceed with the closure. Prior to the report back to Community Council, a Reference Plan of Survey, which has not yet been completed, is required to be registered.

Residents of Blue Ridge Road have been waiting since 2020 for the closure of the cul-de-sac and are anxious to see it implemented this summer to mitigate concerns I have previously raised regarding illegal and disruptive activity taking place on this hidden section of Blue Ridge Road.

While Transportation Services finalizes the work that is needed to bring forward a bylaw to permanently stop up and close the cul-de-sac, I am requesting that approval be given for a temporary closure to be implemented. In addition to addressing the concerns of area residents, implementing a temporary closure will provide an opportunity for Transportation Services to assess any impacts on operations and make refinements as needed in advance of a final report to Community Council.
