City Council Decision
City Council on May 11 and 12, 2022, adopted the following:
1. City Council amend the Official Plan, for the lands at 105 Sheppard Avenue East and 24 and 26 Leona Drive substantially in accordance with the draft Official Plan Amendment attached as Attachment 1 to the supplementary report (May 11, 2022) from the Chief Planner and Executive Director, City Planning.
2. City Council amend City of Toronto Zoning By-law 569-2013, as amended, for the lands at 105 Sheppard Avenue East and 24 and 26 Leona Drive substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 2 to the supplementary report (May 11, 2022) from the Chief Planner and Executive Director, City Planning.
3. City Council amend the former City of North York Zoning By-law 7625, as amended, for the lands at 105 Sheppard Avenue East and 24 and 26 Leona Drive substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 3 to the supplementary report (May 11, 2022) from the Chief Planner and Executive Director, City Planning.
4. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required.

Motions (City Council)
That City Council adopt the following recommendations in the supplementary report (May 11, 2022) from the Chief Planner and Executive Director, City Planning [NY31.6a]:
1. City Council amend the Official Plan, for the lands at 105 Sheppard Avenue East and 24 and 26 Leona Drive substantially in accordance with the draft Official Plan Amendment attached as Attachment No.1.
2. City Council amend the City of Toronto Zoning By-law No. 569-2013, as amended, for the lands at 105 Sheppard Avenue East and 24 and 26 Leona Drive substantially in accordance with the draft Zoning By-law Amendment attached as Attachment No.2 to this report.
3. City Council amend the former City of North York Zoning By-law 7625, as amended, for the lands at 105 Sheppard Avenue East and 24 and 26 Leona Drive substantially in accordance with the draft Zoning By-law Amendment attached as Attachment No. 3 to this report.

Origin
Summary
This application proposes to amend the Official Plan and zoning by-law to permit an 8-storey (28.5 metres) mixed-use building that contains 58 residential units above the retail use at grade, for a total gross floor area of 4,550 square metres resulting in a Floor Space Index (FSI) of 3.12. The proposed 48 parking spaces will be provided in a 2-level, below-grade garage accessible by a two-way driveway from Leona Drive.
The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The proposal represents appropriate intensification on an Avenue that makes efficient use of land, resources and infrastructure.
This report reviews and recommends approval of the application to amend the Official Plan and zoning by-law as it conforms with the Mixed Use Areas policies of the Official Plan and the achievement of complete communities by providing a mix of uses in compact built form that is transit-supportive while appropriately transitioning to lower-scale neighbourhoods.
