Community Council Decision

North York Community Council:

1. Waived the petition and polling requirements under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Pineway Boulevard, between Bernick Road and Weatherstone Crescent (north intersection), despite poll results that did not satisfy the polling criteria for the installation of speed humps pursuant to the City's Traffic Calming Policy.

2. Directed the City Solicitor to prepare a by-law to alter the roadway to install five speed humps on Pineway Boulevard, between Bernick Road and Weatherstone Crescent (north intersection), generally as shown on Attachment 1, dated January 2019 attached to the report (December 10, 2021) from the Acting Director, Traffic Management, Transportation Services.

3. Reduced the speed limit from 40 kilometres an hour to 30 kilometres an hour on Pineway Boulevard, between Bernick Road and Weatherstone Crescent (north intersection), in conjunction with the installation of speed humps.

Summary

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Transportation Services is reporting on the results of the traffic calming poll undertaken on Pineway Boulevard, between Bernick Road and Weatherstone Crescent (north intersection). Polling ballots were mailed to the affected residents to determine the level of support in the community for the proposed installation of speed humps. The poll did not meet the minimum support rate. Therefore, staff do not recommend the installation of speed humps on Pineway Boulevard.

Motions

1 - Motion to Amend Item moved by Councillor Shelley Carroll (Carried)

That North York Community Council delete Recommendation 1 and replace it with the following:

"1. Waive the petition and polling requirements under the City's Traffic Calming Policy and authorize the installation of traffic calming (speed humps) on Pineway Boulevard, between Bernick Road and Weatherstone Crescent (north intersection), despite poll results that did not satisfy the polling criteria for the installation of speed humps pursuant to the City's Traffic Calming Policy.

2. Direct the City Solicitor to prepare a by-law to alter the roadway to install five speed humps on Pineway Boulevard, between Bernick Road and Weatherstone Crescent (north intersection), generally as shown on Attachment 1, dated January 2019 attached to the report entitled "Traffic Calming Poll Results - Pineway Boulevard" from the Acting Director, Traffic Management, Transportation Services.

3. Subject to approval of Recommendations 1 and 2 above, reduce the speed limit from 40 km/h to 30 km/h on Pineway Boulevard, between Bernick Road and Weatherstone Crescent (north intersection), in conjunction with the installation of speed humps."
