Community Council Decision

North York Community Council:

1. Waived the petition and polling requirements under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Ernest Avenue, between Edmonton Drive and Victoria Park Avenue, despite poll results that did not satisfy the polling criteria for the installation of speed humps pursuant to the City's Traffic Calming Policy.

2. Directed the City Solicitor to prepare a by‐law to alter sections of the roadway for the installation of six speed humps on Ernest Avenue, between Edmonton Drive and Victoria Park Avenue, generally as shown on drawing number NYRD21‐0024, attached to Motion 1 by Councillor Carroll.

3. Reduced the speed limit from 40 kilometres an hour to 30 kilometres an hour on Ernest Avenue, between Edmonton Drive and Victoria Park Avenue.

Summary

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Transportation Services is reporting on the results of the traffic calming poll undertaken on Ernest Avenue, between Edmonton Drive and Victoria Park Avenue. Polling ballots were mailed to the affected residents to determine the level of support in the community for the proposed installation of speed humps. The poll did not meet the minimum response and support rates. Therefore, staff do not recommend the installation of speed humps on Ernest Avenue.

Motions

1 - Motion to Amend Item moved by Councillor Shelley Carroll (Carried)

That North York Community Council delete Recommendation 1 and replace it with the following:

"1. Waive the petition and polling requirements under the City's Traffic Calming Policy and authorize the installation of traffic calming (speed humps) on Ernest Avenue, between Edmonton Drive and Victoria Park Avenue, despite poll results that did not satisfy the polling criteria for the installation of speed humps pursuant to the City's Traffic Calming Policy.

2. Direct the City Solicitor to prepare a by‐law to alter sections of the roadway for the installation of six speed humps on Ernest Avenue, between Edmonton Drive and Victoria Park Avenue, generally as shown on drawing number NYRD21‐0024 dated September 2021, attached to this motion,

3. Subject to approval of Parts 1 and 2 above, reduce the speed limit from 40 km/hr to 30 km/hr on Ernest Avenue, between Edmonton Drive and Victoria Park Avenue."
