City Council Decision

City Council on February 2 and 3, 2022, adopted the following:

 

1. City Council request the General Manager, Transportation Services to work with the Chief Planner and Executive Director, City Planning and the Toronto Transit Commission, and to report back in the fourth quarter of 2022 on a business case study for traffic and transportation improvement measures in the Marlee Avenue and Lawrence Avenue West corridor including, but not limited to, the use of adjacent lands and the North and Southbound access ramps to Allen Road; such report should build off and include recommendations and findings made in the Lawrence-Allen Revitalization Project and Transportation Master Plan.

Committee Recommendations

The Infrastructure and Environment Committee recommends that:

 

1. City Council request that the General Manager of Transportation Services, working with the City Planning Department and the Toronto Transit Commission, report back in the fourth quarter 2022 on a business case study for traffic and transportation improvement measures in the Marlee Avenue and Lawrence Avenue West corridor including, but not limited to, the use of adjacent lands and the North and Southbound access ramps to Allen Road. This report should build off and include recommendations and findings made in the Lawrence-Allen Revitalization Project and Transportation Master Plan.

Summary

The Marlee Avenue and Eglinton Avenue West area is facing an explosion of residential developments with six active development applications underway on Marlee Avenue and more anticipated to come. This explosion of development has been made more acute by the potential impact of the provincial Major Transit Stations Areas (MTSAs) policy that allows for increased densities of 45 stories and above in proximity to major transit stations. This unprecedented level of development is making an already-serious traffic safety and total gridlock issue in the community worse, including TTC bus access to Lawrence West Station and access to the Lawrence Allen Centre and the Allen Road.

 

There is an urgent need for a comprehensive traffic study to explore potential proactive improvements to traffic flow and safety of vulnerable road users in this area including the use of adjacent lands to improve TTC bus access to Lawrence West Subway Station and ways of better utilizing the rarely-used North and Southbound ramps from the Allen Road to Lawrence Avenue West.
