City Council Decision
City Council on May 11 and 12, 2022, adopted the following:
1. City Council direct the Executive Director, Social Development, Finance and Administration and the General Manager, Economic Development and Culture, in consultation with the Executive Director, Corporate Real Estate Management, the Executive Director, Housing Secretariat, other appropriate City divisions and the Chief Executive Officer, CreateTO, to explore using community land trusts to support the economic and social wellbeing of Black communities, including commercial, housing and food land trusts, to support Black businesses and community organizations in Toronto neighbourhoods with a population made up of at least 10 to 15 percent Black residents.
2. City Council request the General Manager, Economic Development and Culture, in consultation with Chief Planner and Executive Director, City Planning, to report on the feasibility of a program that would require or encourage new residential developments in Little Jamaica to include affordable small business retail space and that this space be made available on a priority basis to Black-owned or operated small businesses and start-ups.
3. City Council request the General Manager, Economic Development and Culture to engage with the leadership of Toronto Universities and Community Colleges on the feasibility of promoting better access to existing - or establishing new - business education programs for Black business owners and operators in Little Jamaica focused on entrepreneurship and marketing.

The Economic and Community Development Committee recommends that:
1.
