That the Aboriginal Affairs Advisory Committee recommends that the Executive Committee:

1. Request the City Clerk and the City Manager to include a discussion on the Terms of Reference at the May meeting of the Aboriginal Affairs Advisory Committee, including advice from the City Solicitor on the possibility of abstentions from votes and potential changes to the quorum for meetings.
