Community Council Decision
The Toronto and East York Community Council:
1. Authorized the temporary extension of the overnight on-street permit parking hours on:
a. Berkeley Street, even side, between The Esplanade and Front Street East;
b. Hahn Place, even side, between The Esplanade and Longboat Avenue;
c. Scadding Street, odd side, between Hahn Street and Princess Street;
d. Princess Street, even side and odd side, between Scadding Avenue and Longboat Avenue;
e. Longboat Avenue, odd side, between Princess Street and the east end of Longboat Avenue;
f. Portneuf Court, even side, between Longboat Avenue and the north end of Portneuf Court;
g. Aitken Place, odd side, between Longboat Avenue and Scadding Avenue; and
h. Douville Court, even side, between Longboat Avenue and the north end of Douville Court,
from 12:01 a.m. to 7:00 a.m., 7 days a week and in the case of Longboat Avenue, from 2:00 a.m. to 7:00 a.m., to the new hours of 12:00 a.m. to 11:59 p.m., 7 days a week, for the duration of the Distillery Winter Village from November 24th, 2021, to December 31st, 2021.
2. Directed Transportation staff to communicate this temporary extension of 24 hour permit parking on the streets outlined in Recommendation 1 above to residents through a targeted information campaign throughout the duration of the Distillery Winter Village.

Summary
Dear Chair and Council Members,
This motion is based on recommendations and actions taken by staff during previous years to address concerns permit parking residents have with parking accessibility due to the high volume of visitors to the Distillery and surrounding neighbourhoods during the annual Christmas Market (this year, renamed “Winter Village”).
By extending the overnight on-street permit parking hours to 24 hours, nearby permit parking residents will have improved parking flexibility throughout the Winter Village, and the Parking Enforcement Unit, Toronto Police Service, can effectively control long-term parking by non-residents through tagging and towing operations.

Motions
That in accordance with the provisions of Chapter 27, Council Procedures, Toronto and East York Community Council reconsider Item TE29.83.
That recommendation 1 be deleted and replaced with the following:
1. Toronto and East York Community Council authorize the temporary extension of the overnight on-street permit parking hours on:
(i) Berkeley Street, even side, between The Esplanade and Front Street East;
(ii) Hahn Place, even side, between The Esplanade and Longboat Avenue;
(iii) Scadding Street, odd side, between Hahn Street and Princess Street;
(iv) Princess Street, even side and odd side, between Scadding Avenue and Longboat Avenue;
(v) Longboat Avenue, odd side, between Princess Street and the east end of Longboat Avenue;
(vi) Portneuf Court, even side, between Longboat Avenue and the north end of Portneuf Court;
(vii) Aitken Place, odd side, between Longboat Avenue and Scadding Avenue; and
(viii) Douville Court, even side, between Longboat Avenue and the north end of Douville Court,
