Community Council Decision

The Toronto and East York Community Council:

 

1. Rescinded the existing maximum 10-minute parking regulation in effect from 7:30 a.m. to 8:30 a.m., 11:30 a.m. to 1:30 p.m., 3:30 p.m. to 5:00 p.m Monday to Friday, on the east side of Bond Street, between a point 17.5 metres north of Shuter Street and a point 40.9 metres further north.


2. Rescinded the existing maximum 10-minute parking regulation in effect from 7:30 a.m. to 8:30 a.m., 11:30 a.m. to 1:30 p.m., 3:30 p.m. to 5:00 p.m., Monday to Friday, on the east side of Bond Street, between a point 83 metres north of Shuter Street and a point 29.8 metres further north.


3. Authorized parking for a maximum period of 15 minutes from 7:30 a.m. to 8:30 a.m., 11:30 a.m. to 1:30 p.m., 2:45 p.m. to 5:00 p.m., Monday to Friday, on the east side of Bond Street, between a point 17.5 metres north of Shuter Street and a point 40.9 metres further north.


4. Authorized parking for a maximum period of 15 minutes from 7:30 a.m. to 8:30 a.m., 11:30 a.m. to 1:30 p.m., 2:45 p.m. to 5:00 p.m., Monday to Friday, on the east side of Bond Street, between a point 83 metres north of Shuter Street and a point 29.8 metres further north.


5. Summary

Parents, administrators and the local Toronto Catholic District School Board Trustee of St. Michael’s Choir School, located at 67 Bond Street expressed concerns about the Pick-Up and Drop-Off (PUDO) conditions for the students at the school. The Bond Place Hotel is located at 65 Bond Street and is currently leased by the City as part of the temporary hotel shelter program in efforts to ensure physical distancing among clients that were difficult to achieve in traditional City shelters during the ongoing COVID-19 pandemic. The Bond Place Hotel is across the street from St. Michael’s Choir School and parents have expressed safety concerns for their students citing at-risk behaviour displayed by some clients of the temporary hotel shelter program.

 

The school community report that they are seeing open drug and substance use, discarded sharps plus additional drug paraphernalia and persons exhibiting symptoms of psychosis on school property. They are worried about their children’s safety and have been escorting their children directly to school instead of allowing them to walk alone from their vehicles. I have also observed the same challenging conditions during my site visits and confirm the observations of the school community.

 

St. Michael’s Choir School currently has designated pick-up and drop-off areas and specific times allocated on the east-side of Bond Street between Dundas and Shuter street for a maximum of ten minutes. Despite the designated pick-up and drop-off area, parents are facing challenges and expensive parking tickets while temporarily parking their cars to personally escort their children to school.

 

It is imperative that the designated pick-up and drop-off area is urgently amended to meet the current safety needs of the community. The recommendations set out below were done in consultation with Transportation Services.
