Community Council Decision
The Toronto and East York Community Council:
1. Enacted the parking by-law amendments to establish new on-street paid parking locations and commercial loading zones, as set out in Attachments 2 and 3, to the report (November 3, 2021) from the Acting Director, Traffic Management, Transportation Services.
2. Rescinded the existing parking prohibition in effect at all times on both sides of St. Clarens Avenue, between Bloor Street West and a point 76.2 metres north.
3. Prohibited parking in effect at all times on the west side of St. Clarens Avenue, between Bloor Street West and a point 76.2 metres north.
4. Prohibited parking in effect at all times on the east side of St. Clarens Avenue, between the first lane North of Bloor Street West and a point 43.2 metres further north.
5. Designated a commercial loading zone to be in effect at all times, on the east side of St. Clarens Avenue, between a point 17 metres north of Bloor Street West and a point 16 metres further north.

Summary
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.
Transportation Services is requesting approval for the installation of on-street paid parking on a number of local streets intersecting Bloor Street West in Wards 4, 9 and 11. These requests resulted from a review following the installation of cycle tracks last year on Bloor Street West, between Shaw Street and Runnymede Road. The cycle track installation reduced the supply of on-street paid parking spaces and loading in the area. Transportation Services and Toronto Parking Authority (TPA) staff reviewed streets intersecting Bloor Street West to convert locations with daytime time limit parking, overnight permit parking and no parking to on-street paid parking.
In addition to the installation of on-street paid parking, Transportation Services is recommending the designation of Commercial Loading Zones (CLZ) to operate at all times, and to be located on Margueretta Street, Carling Avenue and Pauline Street. The proposed CLZs were requested by the local BIA's in order to help off-set the loading/unloading areas lost on Bloor Street West as a result of the cycle track installation.
A companion report, titled "Pay-and-Display - Lansdowne Avenue" outlines the required non-delegated parking amendments for a location with Toronto Transit Commission (TTC) service.

That:
