The Toronto and East York Community Council:

 1.  Amended the parking prohibition in effect at all times on the east side of Sackville Street, between Gerrard Street East and the north end, to be in effect between Gerrard Street East and a point 20 metres south of Amelia Street, and between Amelia Street and the north end of Sackville Street.

2.  Prohibited stopping at all times on the east side of Sackville Street, between Amelia Street and a point 20 metres south.

3. Amended the parking prohibition in effect at all times on the south side of Amelia Street, between Parliament Street and a point 45.7 metres east of Sumach Street, to be in effect between Parliament Street and Sackville Street, and between a point 27 metres east of Sackville Street and a point 45.7 metres east of Sumach Street.

4. Prohibited stopping at all times on the south side of Amelia Street, between Sackville Street and a point 27 metres east.

5. Authorized parking for a maximum period of 10 minutes, from 7:30 a.m. to 9:30 a.m., and from 4:00 p.m. to 6:00 p.m., Monday to Friday, on the west side of Sackville Street, between a point 7 metres south of Amelia Street and a point 5.5 metres further south.

6. Authorized parking for a maximum period of 10 minutes, from 7:30 a.m. to 9:30 a.m., and from 4:00 p.m. to 6:00 p.m., Monday to Friday, on the north side of Amelia Street, between a point 10.5 metres east of Sackville Street and a point 16.5 metres further east.

7. Prohibited parking from 7:00 a.m. to 7:30 a.m., and from 3:30 p.m. to 4:00 p.m., Monday to Friday, on the west side of Sackville Street, between a point 7 metres south of Amelia Street and a point 5.5 metres further south.

8. Prohibited parking from 7:00 a.m. to 7:30 a.m., and from 3:30 p.m. to 4:00 p.m., Monday to Friday, on the north side of Amelia Street, between a point 10.5 metres east of Sackville Street and a point 16.5 metres further east.

9. Directed the Director, Traffic Management to continue monitoring pick-up and drop-off operation for efficiency, enforcement and road safety in this location for at least a period of one year following commencement of operation of the proposed daycare and, in the event that any changes are recommended to the number or configuration of parking spaces, to report back to the Toronto and East York Community Council detailing any recommended changes.

10. Directed the Director, Traffic Management to withhold enacting bills to implement these parking amendments until such time as they are satisfied the owner has been granted a licence from the Ministry of Education to operate a daycare at the lands municipally known as 459-461 Sackville Street.

11.  Received the supplementary report (November 3, 2021) from the Acting Director, Traffic Management, Transportation Services, for information.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Transportation Services is recommending that the parking regulations be amended on Sackville Street and Amelia Street.  The proposed amendments will provide short-term parking to accommodate pick-up and drop-off activity for the proposed daycare at 459-461 Sackville Street.  These parking amendments will also help deter double sided parking on the sides of the streets abutting this property during pick-up and drop-off hours of operation.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

At its meeting of September 9, 2021, Toronto and East York Community Council deferred consideration of Item TE27.36 regarding the parking amendments on Sackville Street and Amelia Street to accommodate short-term pick-up and drop-off activity for the proposed daycare at 459-461 Sackville Street.  The report was prepared by

Transportation Services, in response to a request order issued by the TLAB (Toronto Local Appeal Body) dated on January 8, 2021, indicating that the owner needs to obtain approval for the on-street pick-up and drop-off as a pre-condition of the minor variance approval.

Toronto and East York Community Council deferred consideration of this item until such time as the owner of 459-461 Sackville Street has been granted a licence by the Minister of Education to operate a daycare at the site, and such approval has been provided to Transportation Services, the City Solicitor, and the local Ward Councillor for review.  Toronto and East York Community Council further requested that Transportation staff provide a supplementary report on the item to include information on the nature of the daycare licence and whether it changes the analysis contained in the report (August 23, 2021) from the Acting Director, Traffic Management, Transportation Services.

The Ministry of Education has recently granted the applicant approval in principle for a daycare at 459-461 Sackville Street with a capacity of 80 children.  This capacity level remains unchanged from the original submission.  Based on the decision by the Ministry of Education, Transportation Services analysis and recommendations contained in the previous report (August 23, 2021) also remain unchanged.
