Community Council Decision

The Toronto and East York Community Council directed:

 

1. Staff schedule a community consultation meeting for the lands pertaining to 25 St Mary Street, which includes the provision of accessibility resources including closed captioning and, upon request, sign language interpretation at the sole cost of the applicant, in consultation with the Ward Councillor. The meeting notice should clearly articulate who community members should contact to access these resources.

 

2. Notice for the community consultation meeting be given to landowners and residents within 120 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

  

3. The Director, Community Planning, Toronto and East York District, in consultation with other appropriate City Divisions, report back on the environmental impacts of demolishing the existing building at 25 St. Mary Street.

 

4. The Director, Community Planning, Toronto and East York District consider the broader built form implications of the application on the North Downtown Yonge Site and Area Specific Policy (SASP 382).


4. The Director, Strategic Initiatives and Policy, connect the tenants of 25 St. Mary Street to legal clinic services and invite legal clinic workers to all meetings involving tenants and provide an opportunity for one-on-one breakouts for tenants to receive legal support.

 

5. The Director, Community Planning, Toronto and East York District and the Director, Strategic Initiatives and Policy, at the discretion of City Planning and in consultation with the Ward Councillor, establish a working group including the tenants of 25 St. Mary Street, the Bay Cloverhill Community Association, other necessary City officials, and the Ward Councillor as part of the Development Application review process prior to the following:

 

a. any final approval or decision of the Official Plan and Zoning By-law Amendment;

 

b. any issuance of Final Site Plan Approval pursuant to Section 114 of the City of Toronto Act; and


c. any acceptance or approval of the construction and traffic management plan, landscape and public realm plans, building materials, lighting and any other issues identified by the working group.

Summary

This report provides information and identifies a preliminary set of issues regarding the Official Plan Amendment, Zoning By-Law Amendment and Rental Housing Demolition applications located at 25 St Mary Street. The Applications propose to amend the Official Plan and Zoning By-law to permit the demolition of the existing 24 storey apartment building to construct 2 mixed use towers of 54 and 59 storeys. The proposal includes a total of 1,143 dwelling units, including 259 rental replacement units and 884 new dwelling units. A ground floor retail space of 265 square metres and an on-site daycare are also proposed.

 

Staff are currently reviewing the applications. The applications have been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the applications with the Ward Councillor. At this stage in the review, staff note that the application is not supportable in its current form

That:

 

1. Recommendation 1 be deleted and replaced with the following new recommendation:

 

1. Staff schedule a community consultation meeting for the lands pertaining to 25 St Mary Street, which includes the provision of accessibility resources including closed captioning and, upon request, sign language interpretation at the sole cost of the applicant, in consultation with the Ward Councillor. The meeting notice should clearly articulate who community members should contact to access these resources.

 

2. The following new recommendations be adopted:

 

1. The Director, Community Planning, Toronto and East York District, in consultation with other appropriate City Divisions, report back on the environmental impacts of demolishing the existing building at 25 St. Mary Street.

 

2. The Director, Community Planning, Toronto and East York District consider the broader built form implications of the application on the North Downtown Yonge Site and Area Specific Policy (SASP 382).
