The Toronto and East York Community Council:

1. Authorized the continuation of the closure of both sidewalks and all of Strathmore Boulevard, between Dewhurst Boulevard and a point 39 metres east, from April 27, 2021 to January 31, 2023.

2. Authorized the continuation of the closure of a 5 metre-wide portion of the eastbound curb lane on Strathmore Boulevard, between  a point 39 metres east of Dewhurst Boulevard and a point 60 metres west of Donlands Avenue, from April 27, 2021 to January 31, 2023

3. Authorized the continuation of the closure of the east sidewalk and a 5 metre-wide portion of the northbound curb lane on Dewhurst Boulevard, from a point 11 metres north of Strathmore Boulevard to a point 40 metres north of Danforth Avenue, from April 27, 2021 to January 31, 2023.

4. Rescinded the existing parking prohibition in effect at all times, on the east side of Dewhurst Boulevard, between a point 20 metres north of Strathmore Avenue and Fielding Avenue.

5. Authorized parking for a maximum of one-hour, in effect between 10:00 a.m. and 6:00 p.m., Monday to Friday, on the east side of Dewhurst Boulevard, between a point 20 metres north of Strathmore Avenue and Fielding Avenue.

6. Directed the applicant to continue to pressure wash the construction site and adjacent sidewalks and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe.

7. Directed the applicant to continue to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night.

8. Directed the applicant to continue to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications.

9. Directed the applicant to continue installing appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times.

10.  Directed the applicant to continue to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site as well as compliance with the new traffic regulations, and maintain a safe environment for the public.

11. Directed the applicant to continue to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public.

12. Directed the applicant to continue installing cane detection within the covered and protected walkway to guide pedestrians who are visually impaired.

13. Directed the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

14. Directed the applicant to continue to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

15. Directed that Strathmore Boulevard and Dewhurst Boulevard be returned to pre-construction traffic and parking regulations when the project is complete.

This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws.

Toronto and East York Community Council, at its meeting on February 24, 2021, approved the subject construction staging areas on Strathmore Avenue and Dewhurst Boulevard, from February 25, 2021 to April 26, 2021. The purpose of this report is to respond to a number of requests made by Toronto and East York Community Council of the General Manager, Transportation Services, regarding the construction staging areas and to receive approval for the construction staging areas until January 31, 2023.

Transportation Services is requesting authorization to continue the closure Strathmore Boulevard in its entirety, between Dewhurst Boulevard and a point 39 metres east for a period of 21 months (i.e., April 27, 2021 to January 31, 2023), to accommodate construction staging operations in Phase 2 and 3.  A full closure is currently in place and no vehicular or pedestrian access is being accommodated within the closed section of Strathmore Boulevard, except for walkways on both sides of the street, that are intended to service only the residential properties abutting the closure. In addition, a 5 metre-wide portion of the westbound curb lane on Strathmore Boulevard, immediately east of the full closure to a point 60 metres west of Donlands Avenue is closed in order to accommodate dewatering tanks and storage of construction materials. 

Furthermore, the east sidewalk and a 5 metre-wide portion of the northbound lane on Dewhurst Boulevard has been closed, between a point 40 metres north of Danforth Avenue (the first lane north of Danforth Avenue, east of Dewhurst Boulevard) and a point 65 metres further north.  This closure requires that Dewhurst Boulevard operate as one way southbound only, abutting the closed portion of the street.

Transportation Services is also seeking closures in the area of Donlands Avenue and Strathmore Boulevard to accommodate construction staging areas for the Donlands Station - Easier Access portion of the station modernization. Since the two tasks are operating on slightly different schedules, Transportation Services, for reporting purposes, will be addressing the "Easier Access" and "Second Entrance/Exit" individually.  This report will deal with Phase 2 and 3 of the "Second Entrance/Exit "only.
