The Toronto and East York Community Council: 

1. Authorized the closure of both sidewalks and all of Strathmore Boulevard, between Dewhurst Boulevard and a point 39 metres east, from February 25, 2021 to April 26, 2021.

2. Authorized the closure of a 5 metre wide portion of the eastbound curb lane on Strathmore Boulevard, between  a point 39 metres east of Dewhurst Boulevard and a point 60 metres west of Donlands Avenue, from February 25, 2021 to April 26, 2021.

3. Authorized the closure of the east sidewalk and a 5 metre wide portion of the northbound curb lane on Dewhurst Boulevard, from a point 11 metres north of Strathmore Boulevard to a point 40 metres north of Danforth Avenue, from February 25, 2021 to April 26, 2021.

4. Authorized all-way stop control at the intersection of Strathmore Boulevard and Dewhurst Boulevard.

5. Designated Dewhurst Boulevard, between a point 12 metres north of Strathmore Boulevard and a point 40 metres north of Danforth Avenue as one-way southbound.

6. Rescinded the existing parking prohibition in effect at all times, on the north side of Strathmore Boulevard, between Dewhurst Boulevard and a point 45 metres west of Donlands Avenue

7. Prohibited stopping at all times, on the north side of Strathmore Boulevard, between Dewhurst Boulevard and a point 45 metres west of Donlands Avenue.

8. Rescinded the existing maximum one-hour parking regulation in effect from 10:00 a.m. to 6:00 p.m., on the south side of Strathmore Boulevard, between Dewhurst Boulevard and a point and point 52 metres west of Donlands Avenue.

9. Authorized the removal of an on-street accessible parking space in effect at all times, on the south side of Strathmore Boulevard, between a point 33 meters east of Dewhurst Boulevard and a point 5.5 metres further east.

10. Rescinded the existing permit parking in effect from 12:01 a.m. to 10:00 a.m., on the odd side of Strathmore Boulevard, between Dewhurst Boulevard and Donlands Avenue.

11. Prohibited stopping at all times on the south side of Strathmore Boulevard, between Dewhurst Boulevard and a point 52 metres west of Donlands Avenue.

12. Amended the existing permit parking regulation in effect from 12:01 a.m. to 10:00 a.m., on the odd side of Dewhurst Boulevard, from Danforth Avenue to a point 45.1 metres north of Milverton Boulevard, to exclude the section from a point 33 metres north of Danforth Avenue to a point 80 metres further north.

13.Rescinded the existing parking prohibition in effect at all times, on the east side of Dewhurst Boulevard, between a point 33 metres north of Danforth Avenue and a point 20 metres north of Strathmore Avenue.

14. Prohibited stopping at all times, on the east side of Dewhurst Boulevard, between a point 33 metres north of Danforth Avenue and a point 20 metres north of Strathmore Avenue.

15. Directed the applicant to pressure wash the construction site and adjacent sidewalks and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe.

16. Directed the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night.

17. Directed the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications.

18. Directed the applicant to install appropriate signage and converging mirrors to ensure that pedestrians, cyclists and motorists safety is considered at all times.

19. Directed the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 

20. Directed the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Traffic Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public.

21. Directed the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired.

22.  Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

23. Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

24. Directed that Strathmore Boulevard and Dewhurst Boulevard be returned to pre-construction traffic and parking regulations when the project is complete.

25. Requested Transportation Services to request TTC to make additional efforts to accommodate the permit holders from Strathmore Avenue including but not limited to: 

a. making arrangements with the Toronto Parking Authority for up to 20 permanent spots in the lots at Langford Avenue or Woodycrest Avenue to be covered under the budget of the TTC's project;

b. working with Transportation Services to implement double sided on Fielding Avenue and Dewhurst Boulevard and add permit spaces on Donlands Avenue or on Strathmore east of Donlands to increase the supply of permit parking spaces; and

c. working with Transportation Services to create a separate dedicated permit parking area in the vicinity for the most affected residents.

26. Directed Transportation Services to report to the April 21, 2021 meeting of Toronto and East York Community Council recommending an extension of all closures to January 23, 2023 if, in the opinion of the General Manager, Transportation, in consultation with the local Councillor, there has been a satisfactory resolution of the permit parking issues for the affected Strathmore Avenue residents.

27. Requested Transportation Services and the Toronto Transit Commission (TTC) to continue accommodation efforts until permit parking is restored on Strathmore Avenue. 

28. Requested that Transportation Services confirm the Heavy Truck and Construction Equipment routes and share that with the local community and the Ward Councillor.

29. Directed Transportation Services to use a Vision Zero approach to ensure pedestrian safety around Wilkinson School for the duration of the project.

30. Requested the General Manager, Transportation Services to implement snow removal to maintain parking supply around the project site.

This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws.

Donlands Station, located on the southwest corner of Donlands Avenue and Strathmore Boulevard, is being modernized to accommodate one at-grade elevator and one below-grade elevator at the main station. In addition, a second entrance/exit is also being added to the station that will be located on the east side of Dewhurst Boulevard south of Strathmore Boulevard, as part of the TTC's Easier Access Program and Second Exit Program. Construction of the development will be undertaken in several phases. Phase 1a and 1b of the construction is currently underway, and involves relocating the underground utilities.  Although this project involves upgrades to the TTC Donlands Station, there are two different tasks that are being conducted simultaneously but are on slightly different schedules.  These are the "Easier Access" which involves the construction of a second entrance/exit on the east side of Dewhurst Boulevard.  Since the two tasks are operating on slightly different schedules, Transportation Services, for reporting purposes, will be addressing the "Easier Access" and "Second Entrance/Exit" individually. This report will deal with Phase 2 and 3 of the 'Second Entrance/Exit".

Transportation Services is requesting authorization to close Strathmore Boulevard in its entirety, between Dewhurst Boulevard and a point 39 metres east for a period of 23 months (i.e., February 25, 2021 to January 31, 2023, to accommodate construction staging operations in Phase 2 and 3. There will be a full closure and no vehicular or pedestrian access will be accommodated within the closed section of Strathmore Boulevard, except for walkways on both sides of the street, that are intended to service only the effected residential properties abutting the closure. In addition,  a 5 metre wide portion of the westbound curb lane on Strathmore Boulevard, immediately east of the full closure to a point 60 metres west of Donlands Avenue will be closed in order to accommodate dewatering tanks and storage of construction materials. 

In addition, the east sidewalk and a 5 metre wide portion of the northbound lane on Dewhurst Boulevard will be closed, between a point 40 metres north of Danforth Avenue (the first lane north of Danforth Avenue, east of Dewhurst Boulevard) and a point 65 metres further north.  This closure will require Dewhurst Boulevard to operate as one way southbound only, abutting the closed portion of the street.
