Community Council Decision
Scarborough Community Council directed that:
1. Staff schedule a community consultation meeting for the application located at 672 to 676 Birchmount Road together with the Ward Councillor.
2. Staff provide notice for the community consultation meeting to landowners and residents within 300 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.
3. The subject application be considered concurrently within the context of a City-initiated Official Plan amendment to be undertaken by Planning staff which identifies and evaluates appropriate residential density, built form and new public street, opportunities to guide potential overall coordinated redevelopment of the subject and flanking lands within the Neighbourhoods designation.

Summary
This report provides information and identifies a preliminary set of issues regarding the rezoning application located at 672 to 676 Birchmount Road to permit redevelopment of three, largely vacant detached single-family dwelling properties, with a 4-storey apartment building comprising 127 dwelling units. Staff are currently reviewing the application. It has been circulated to all appropriate agencies and City divisions for comment. Staff will proceed to schedule a community consultation meeting for the application with the Ward Councillor.

Motions
That Scarborough Community Council amend Recommendation 2 in the report (March 19, 2021) from the Director, Community Planning, Scarborough District, by deleting "120" metres and replacing it with "300" metres, so that it now reads:
"2. Staff provide notice for the community consultation meeting to landowners and residents within 120 300 metres of the application site, and to additional residents, institutions and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant."
