Members, I will now review the Order Paper. 

We have 3 deferred Items before us today:

Items TE23.10, TE23.21 and DM35.1.

The Mayor has designated Item EX25.4 on SafeTO: Toronto's Ten-Year Community Safety and Well-Being Plan, and Item IE23.1 on the Net Zero Existing Buildings Strategy as his Key Matters for this meeting.  These will be our first items of business today.

The Notice of Motion run through is scheduled for 2 p.m. tomorrow only if the Mayor's Key Matters are completed. 

Members, Item IE23.2 on Building Net Zero Emissions City Buildings - Corporate Real Estate Management's Net Zero Carbon Plan is related to the Mayor's second Key Matter, Item IE23.1.  I propose that they be considered together.

Mayor Tory do you consent to the joining of this Item with your key matter?

I will now go through the items to take additional Member holds.  I will review the Order Paper one section at a time.

The Clerk will now open the speakers list in CMP and you can place your name on the list.  When I recognize you, unmute your mic and state the item or items you wish to hold.

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Items:

CA21.2, headed "Appointment of Public Members to the Toronto Atmospheric Fund Board";

CA21.3, headed "Appointment of Public Members to the Toronto Zoo Board"; and

CA21.4, headed "Appointment of Members to the Toronto Music Advisory Committee";

from the Civic Appointments Committee and bring the Items forward to City Council for consideration.

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Item EC23.4, headed "St. James Town Community Food Table" from the Economic and Community Development Committee and bring the Item forward to City Council for consideration.

That City Council consider:

1. Item EX25.1 headed "Recognition Review Project Update and Response to the Dundas Street Renaming Petition" as the first Item after the Mayor's Key Matters;

2. Item PH25.10 headed "A New Regulatory Framework for Multi-tenant Houses" as the first item on Thursday, July 15, 2021; 

3. Item EX25.13 headed "Toronto Hydro Corporation - Annual General Meeting and 2020 Audited Financial Statements" as the first Item after Member Motions on July 15, 2021; and

4. Any matters requiring a closed session as first items on Friday, July 16, 2021.

That City Council consider Item CC35.1 headed "Ombudsman Toronto Report: Enquiry into the City of Toronto's Communication and Enforcement of COVID-19 Rules in City Parks in Spring 2020" after Item PH25.10 item on July 15, 2021.

July 14, 2021 at 11:30 a.m. - That City Council adopt the July 14, 2021 Order Paper, as amended and all other Items not held on consent.

July 15, 2021 at 9:56 a.m. - Speaker Nunziata advised Council of the following:

Members, we will now review and confirm the Order Paper. There are 88 Items left on the agenda, including 47 Member Motions.

Council has decided to consider Item PH25.10 on a New Regulatory Framework for Multi-tenant Houses as the first item of business today.

That item will be followed by Item CC35.1, Ombudsman Toronto Report: Enquiry into the City of Toronto's Communication and Enforcement of COVID-19 Rules in City Parks in Spring 2020. 

Council will consider the Member Motion run through at 2 p.m.   

Council has decided to consider Item EX25.13 on Toronto Hydro Corporation - Annual General Meeting and 2020 Audited Financial Statements and NY25.6 on the Final Report for the Allen East District Plan as the first and second items after Member Motions.

I will now take the release of holds.  Please put your name on the list if you have an item to release.

Members of Council we will now review and confirm the Order Paper. There are 22 Items left on the agenda, including 3 Member Motions.

July 16, at 9:59 a.m. - That City Council adopt the July 16, 2021 Order Paper.

Councillor Thompson, on a Point of Privilege, stated that, given the need for an explanation of the technical amendments to heritage items, in future, staff should reach out to the local Councillors to inform them about the need for technical amendments at Council on items in their respective Wards, because that appears to be where the confusion is coming from.

Councillor Colle, on a Point of Order, stated that there are three other Members of Council whose communities are part of Little Jamaica and who know nothing about Councillor Matlow's motion to withdraw the Item or what City staff are involved and that the item should be held down until staff can consult with the local Councillors about the need to withdraw the item.

Councillor Carroll, on a Point of Order, stated that under Council Procedures a motion to withdraw an item is not debatable.

Councillor Thompson, on a Point of Order, stated that the Member who originally placed the Member Motion is asking to withdraw the item and another Member says they want to debate the item and that Council should deal with Councillor Matlow's motion to withdrawn the item.

Councillor Fletcher on a Point of Order, stated that she would like clarification on whether there could be additional proposals for timed items and noted that the online speakers list had not refreshed. Councillor Fletcher further stated that it was very confusing because the Speaker had called on Councillor Holyday to time an item, although Councillor Layton's name was still on the list from earlier.

Councillor Fletcher, on a Pont of Privilege, stated that she was concerned that the list had not been refreshed earlier, at the beginning of the call to make items time-specific.

Deputy Mayor Minnan-Wong, on a Point of Order, stated that he would like clarity on what will happen if Council requires a closed session for questions on an item made time-specific on Thursday, when Council has also just set a time for closed session on Friday morning given that the Chair of Toronto Hydro is only available to answer questions on Thursday afternoon.

Councillor Fletcher, on a Point of Order, stated that she was seeking advice on when to time item CC35.1, so that that the Ombudsman could make a presentation, and wanted to know what times were still available.

Councillor Holyday, on a Point of Order, stated that, given the number of Items on the agenda, he wanted to know what the procedures were for calling a Special meeting to consider some of the Items in August.

Deputy Mayor Minnan-Wong, on a Point of Order, stated that he wanted to know if the Speaker still intended to consider item EX25.13 as the first item following Member Motions.

Councillor Carroll, on a Point of Privilege, stated the Speaker should gain control over the number of Members who have their mics on.

Councillor Pasternak, on a Point of Order, stated that he wanted to know where Item NY25.6 would be considered in the series of timed items.

Councillor Matlow, on a Point of Order, stated that staff have asked him to withdraw Item MM35.37 and that he would like to place a motion to withdraw the item at this time.
