a - Review Order Paper

May 5, 2021 at 10:09 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper. 

 

We have 4 deferred Items before us today:

 

Items TE21.9, TE23.10, TE23.21 and DM32.1.

 

The Mayor has designated Item EX23.2 on Innovative Partnership to Accelerate Digital Services with Payments and Item GL22.10 on 2050 Finch Avenue West – City Acquisition of Property from Metrolinx for Development of a Community Hub and Centre for the Arts as his Key Matters for this meeting. These will be our first items of business today.

 

The Notice of Motion run through is scheduled for 2 p.m. tomorrow only if the Mayor's Key Matters are completed.

 

I propose that City Council set a time for a closed session, if required, later in the meeting.

 

Members, there are related matters on the agenda that I propose be considered together:

         

Item TE24.96 on Supporting the Canada Square Working Group Process with Member Motion MM32.5 on the public release of the lease between the City of Toronto and Oxford Properties for the redevelopment of Canada Square. City Council will deal with the necessary procedural motion to consider MM32.5 at that time.

 

Members, I also propose that Item EX23.3 on Provincial Transit-Oriented Communities Program be considered as the first Item of business tomorrow morning.

 

Members, before I review the Order Paper for additional holds, I wish to draw your attention to Item TE24.79.  This Item is a re-opening of a City Council decision. I will ask for the necessary procedural motion to re-open the previous decision when we get to that Item, but I wish to remind Members and staff that a re-opening must come forward to City Council by Member Motion, not through committee.

 

I will now go through the items to take additional Member holds.  I will review the Order Paper one section at a time.

1 - Motion to Amend the Order Paper moved by Councillor Ana Bailão (Carried)

That City Council consider Item PH22.1 headed "Christie's Planning Study - City-Initiated Secondary Plan and Zoning By-law and Urban Design and Streetscape Guidelines - Final Report" immediately after Member Motions on May 6, 2021.


2 - Motion to Amend the Order Paper moved by Councillor Shelley Carroll (Carried)

That City Council consider Item CC32.1 headed "Ombudsman Toronto 2020 Annual Report" as the second item after Member Motions on May 6, 2021 and that the Ombudsman be requested to make a presentation.

b - Review Order Paper

May 6, 2021 at 9:40 a.m. - Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. There are 46 Items left on the agenda, including 32 Member Motions.

 

Executive Committee Item EX23.3 on the Provincial Transit-Oriented Communities Program will be our first item of business this morning. 

 

Council will consider the Member Motion run through at 2 p.m. 

 

Council has decided to consider the following items as the first and second items after Member Motions:

 

Item PH22.1 on the Christie's Planning Study, City Initiated Secondary Plan and Zoning By-law and Urban Design and Streetscape Guidelines; and

 

Item CC32.1 on Ombudsman Toronto's 2020 Annual Report.

Motion to Adopt Order Paper (Carried)

May 6, 2021 at 9:42 a.m. - That City Council adopt the May 6, 2021 Order Paper.


Point of Privilege by Councillor Jaye Robinson

Councillor Robinson, on a Point of Privilege, stated that at the end of the April City Council meeting Councillor Matlow made comments that impugned her character and integrity, and requested that Councillor Matlow retract the comments he made and publicly apologize.

Ruling by Speaker Frances Nunziata
Speaker Nunziata accepted the Point of Privilege and asked Councillor Matlow to respond. Councillor Matlow stated that he sincerely retracted his comments and offered a genuine apology to Councillor Robinson.
