a - Review Order Paper

April 7, 2021 at 10:15 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper. 

 

We have 4 deferred Items before us today:

 

TE21.9, TE23.10, TE23.21 and DM31.1

 

The Mayor has designated Item EX22.1 on a COVID-19 Recovery and Rebuild Update and Item IE20.12 on Active TO – Lessons Learned from 2020 and Next steps for 2021 as his Key Matters for this meeting.

 

The Mayor's first Key Matter, Item EX22.1 will be our first item of business tomorrow, Thursday, April 8th. 

 

The Mayor's second Key Matter, IE20.12 will be considered at 2 p.m. today.

 

The Notice of Motion run through is scheduled for 2 p.m. tomorrow only if the Mayor's Key Matters are completed. 

 

I propose that City Council set a time for a closed session, if required, later in the meeting.

 

Members, there are related matters on the agenda that I propose be considered together:

 

Item HL26.1 on the Response to COVID-19 – March 2021 Update with the Mayor's first Key Matter, Item EX22.1 on COVID-19 Recovery and Rebuild

 

and

 

Item IE20.13 on the cycling network plan with the Mayor's second Key Matter Item IE20.12 on ActiveTO.

 

Mayor Tory, do you consent to the joining of these items with your Key Matters?

 

I will now go through the items to take additional Member holds. I will review the Order Paper one section at a time.

1 - Motion to Remove from Committee moved by Deputy Mayor Denzil Minnan-Wong (Carried)

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Items:

 

CA18.1, headed "Appointment of Members to the Confronting Anti-Black Racism Advisory Committee ";

 

CA18.2, headed "Appointment of Public Member to the TO Live Board of Directors";

 

CA18.3, headed "PortsToronto - Appointment of a Public Member"; and

 

CA18.5, headed "Toronto Accessibility Advisory Committee - Appointment of Public Members to Fill Three Vacancies";

 

from the Civic Appointments Committee and bring the Items forward to City Council for consideration.


2 - Motion to Amend the Order Paper moved by Councillor Kristyn Wong-Tam (Carried)

That City Council consider Item CC31.1 headed "Enhancing Policing Accountability through a Memorandum of Understanding with Ombudsman Toronto" after the Mayor's Key Matter on Thursday, April 8, 2021.

b - Review Order Paper

April 8, 2021 at 9:55 a.m. - Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. There are 68 Items left on the agenda, including 50 Member Motions.

 

The Mayor's First Key Matter, Item EX22.1 on COVID-19 Recovery and Rebuild Update will be out first item of business this morning.  That Item will be considered with Item HL26.1 on the Response to COVID-19 March update.

 

Council has also decided to consider Item CC31.1 on enhancing Policing Accountability through a Memorandum of Understanding with Ombudsman Toronto as the first item the Mayor's Key Matter.

Motion to Adopt Order Paper (Carried)

Point of Order by Councillor Stephen Holyday

Councillor Holyday, on a Point of Order, stated that he may need to go into closed session on Item AU8.6, headed "Getting to the Root of the Issues: A Follow-Up to the 2019 Tree Maintenance Services Audit."


Point of Privilege by Councillor Gord Perks

Councillor Perks, on a Point of Privilege, stated that with the adoption of all Items not held on consent, Council has installed John Elvidge as City Clerk and to mark the occasion, Councillor Perks advised Members that he would spend some quality time re-reading Robert's Rules of Order.
