February 2, 2021 at 10:00 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper. 

 

We have one deferred Committee Item, TE21.9 on 202 Jarvis Street and 160-166 Dundas Street East - Official Plan Amendment and Zoning Amendment Applications - Final Report. 

 

The Mayor has designated Item EX20.1 on the Community Crisis Support Service Pilot and Item EX20.2 on Advancing the SmartTrack Stations Program as his Key Matters and first items of business today.

 

The Notice of Motion run through is scheduled for 2 p.m. tomorrow only if the Mayor's Key Matters are completed. 

 

I propose that City Council set a time for a closed session, if required, later in the meeting.

 

Members, this Council meeting is scheduled for two days. If the agenda is not completed tomorrow, Council will reconvene on Friday, February 5th. The Budget Committee is meeting on Thursday to complete the final wrap up of the 2021 Budgets.  

 

Members, there are related matters on the agenda that I propose be considered together:

 

Executive Committee Item 20.5 on Property Tax Policies for 2021 with Member Motion 28.8 on Supporting Main Street Recovery through Tax Reform and the Introduction of a Small Business Property Sub-Class.  City Council will deal with the necessary procedural motion to consider MM28.8 at that time.

         

I will now go through the items to take additional Member holds. I will review the Order Paper one section at a time, starting with the Executive Committee.

That City Council consider Item IE19.11 headed "yongeTOmorrow - Municipal Class Environmental Assessment on Yonge Street from Queen Street to College/Carlton Street" immediately after Item PH20.8.

b - Review Order Paper

February 3, 2021 at 9:45 a.m. - Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. There are 45 Items left on the agenda, including 30 Member Motions.

 

Council has decided to consider Items HL25.3 and HL25.5 on Response to COVID-19 January 2021 Update and the Student Nutrition Program: Update and Resource Needs during COVID-19 as the first and second Items of business this morning.

 

Council has also decided to consider Item CC28.10 on LPAT Appeal of Official Plan Amendment 231 by Parc Downsview Park and Canada Lands Company as the first Item after Member Motions this afternoon.

 

Members, yesterday Council set a time to consider Item IE19.11 on yongeTOmorrow – Municipal Class EA on Yonge Street from Queen Street to College/Carlton Street but we ran out of time before the recess.  I propose that we consider that as the third item of business this morning.
