Board Decision

The Board of Directors of Toronto Parking Authority:

 

1. Authorized the President, Toronto Parking Authority, to increase the value of Toronto Parking Authority contract number 5000-240, as a result of operational changes to the scope of work, unforeseen site conditions, and generator rental from $380,000 to $564,500 net of all taxes and charges to Beckett Electrical Inc., to complete the work.

Summary

Toronto Parking Authority is carrying out construction activities to upgrade the electrical switchboard equipment at Car Park 29, located at 75 Holly Street and Car Park 43, located at 2 Church Street. The main switchboard and electrical distribution equipment at both of the Car Parks are over 40 years old and are past their service life, making these upgrades necessary. The construction contract for the Electrical Switchboards Upgrades was awarded on July 2, 2019 to Beckett Electrical Inc. (Beckett) in the amount of $363,500.00, plus $16,500 in contingency, resulting in a total approved amount of $380,000, excluding Harmonized Sales Tax. Work at these car parks commenced on July 2, 2019.

 

Following findings during construction by Beckett, Toronto Parking Authority was provided with change orders for unforeseen changes that occurred during the course of the project. In addition to the unforeseen changes, Toronto Parking Authority agreed reimburse Toronto Community Housing Corporation for a generator rental to fully backup their building units due to the duration of the second power shutdown. Quotes for the unforeseen changes and the generator were reviewed by Toronto Parking Authority’s consultant for the project, AECOM Canada Ltd., who verified that the quotes received were reasonable for the additional scope of work required. These additional costs, net of the existing contingency, amounted to $125,867.54. This cost plus a contingency of $58,632.46 will amount to a new contract upset limit of $564,500 net of all taxes for the work.

 

Under Toronto Parking Authority Policy Resolution 5-10: Delegation of Authority, changes to a contract that exceed 20 percent of the original contract value require the authority of Toronto Parking Authority Board of Directors. Authority to amend the contract is therefore being requested.
