Board Decision
The Board of Directors of Toronto Parking Authority:
1. Authorized the President, Toronto Parking Authority to negotiate, enter into and execute a Memorandum of Understanding or other form of agreement with the Toronto Transit Commission, as may be acceptable to the City Solicitor, to accommodate the loss of parking spaces due to Toronto Transit Commission's construction at Donlands Subway Station at 31 Langford Boulevard (Car Park 142) in accordance with the Terms and Conditions outlined in the report (March19, 2021) from the President, Toronto Parking Authority, and any such other amended terms and conditions as may be acceptable to the President, Toronto Parking Authority and the City Solicitor.

Summary
As part of its Easier Access and Second Exit Programs, Toronto Transit Commission will be modernizing its Donlands Subway Station (Donlands Station), located at the southwest corner of Donlands Avenue and Strathmore Boulevard. The project includes the construction of two elevators, as well as, a second entrance / exit to the station at Dewhurst Boulevard south of Strathmore Boulevard (Project). As part of the Project, Toronto Transit Commission has identified a construction staging area on Strathmore Boulevard, which will obstruct access to eighteen (18) on-street residential permit parking spaces and a further four (4) spaces located on private driveways for a three (3) year period.
At its meeting of February 24, 2021 (Item TE23.62) Toronto and East York Community Council approved the construction staging area for the Project and directed Toronto Transit Commission to make arrangements with Toronto Parking Authority to accommodate the parking displaced by the construction staging area within Toronto Parking Authority's car parks at Langford Avenue or Woodycrest Avenue. Toronto Parking Authority has carried out a review of its operations in the area and has determined that the most efficient arrangement would involve the accommodation of the displaced parking at the 27-space location at 31 Langford Avenue, also known as Car Park 142.
To facilitate this arrangement, it is proposed that Toronto Transit Commission enter into an agreement with Toronto Parking Authority or the exclusive use of the 27-space lot at 31 Langford Avenue (Rented Area) (refer to Attachment 1 – Site Location Map), for a term of three (3) years, with the option to extend the term for one (1) year (Construction Period). Authority from the Board of Directors of Toronto Parking Authority is required to negotiate, enter into and execute a Memorandum of Understanding with Transit Commission, or other form of agreement as may be acceptable to the City Solicitor, to permit the temporary use of Car Park 142 by area residents impacted by Transit Commission's construction staging area.
