Community Council Decision

North York Community Council:

 

1. Reduced the speed limit from 40 km/h to 30 km/h on the following road segments:

 

a. Caroline Carpenter Grove, between Locust Lodge Gardens and John Perkins Bull Drive;

 

b. Frederick Tisdale Drive, between Downsview Park Boulevard and John Perkins Bull Drive;

 

c. George Butchart Drive, between Keele Street and Downsview Park Boulevard;

 

d. John Perkins Bull Drive, between Stanley Greene Boulevard and Frederick Tisdale Drive;

 

e. Locust Lodge Gardens, between Stanley Greene Boulevard and Frederick Tisdale Drive;

 

f. Sarah Jackson Crescent, between Thomas Mulholland Drive and William Duncan Road;

 

g. Stanley Greene Boulevard, between Downsview Park Boulevard and the southerly limit of Stanley Greene Boulevard;

 

h. Thomas Mulholland Drive, between Stanley Greene Boulevard and William Duncan Road; and

 

i. William Duncan Road, between Downsview Park Boulevard and the southerly limit of William Duncan Road.

Decision Advice and Other Information

North York Community Council referred Recommendation 1 to Transportation Services to conduct a study to determine if the warrant requirements are met for all-way compulsory stop controls at the following intersections: 

 

a. Downsview Park Boulevard and William Duncan Road;

 

b. Downsview Park Boulevard and Frederick Tisdale Drive; and

 

c. Frederick Tisdale Drive and Thomas Mulholland Drive.

 

Transportation Services are requested to report back on the results of the study at the January 2022 meeting of North York Community Council.

Summary

As the Stanley Greene subdivision approaches completion and the new residential units become occupied, vehicular and pedestrian traffic within the neighbourhood has rapidly increased. As a result, my office has heard from several members of the community which are requesting more effective road safety measures. The request comes after collisions and close calls became more frequent in the neighbourhood as of late.

 

The roads and sidewalks within the Stanley Greene subdivision have yet to be assumed by the City. While we wait for the assumption process to unfold, my office believes that these pressing traffic safety issues must be addressed as soon as possible. We have engaged the current subdivision owner, Canada Lands Company, and City of Toronto Transportation staff, to install new all-way compulsory stop controls and pedestrian crossings at three heavily used intersections and to reduce the speed limits along local roads.

2 - Motion to Amend Item moved by Councillor James Pasternak (Lost)

Councillor Pasternak recommends that North York Community Council adopt Recommendation 1:

 

1. Authorize all-way compulsory stop control at the following intersections:

 

a. Downsview Park Boulevard and William Duncan Road;

 

b. Downsview Park Boulevard and Frederick Tisdale Drive; and

 

c. Frederick Tisdale Drive and Thomas Mulholland Drive.

 

Motion 2 lost on a tie vote.

That consideration of Recommendation 1 be referred to Transportation Services to conduct a study to determine if the warrant requirements for all-way compulsory stop controls are met and report back at the January 2022 meeting of North York Community Council.
