Community Council Decision
North York Community Council:
1. Directed the West District Manager, Municipal Licensing and Standards to develop a safety and dust control plan, at the lessee's cost, and report back by Q3 2021, that would include but not be limited to:
a. Construction and deployment of a custom made flat or conical stockpile cover;
b. Construction of taller and double layered dust protection fences;
c. Spraying of water at least three times a day within and around the property line, and publicly accessible surroundings; and
d. Application of polymers for dust control on areas that do not receive vehicle traffic.

Summary
Our office continues to receive frequent communication from residents close to 953 Wilson Ave. construction regarding the operations undertaken at the construction aggregate processing facility. The lot was zoned industrial employment before the 1970's and since, several neighbourhoods have developed on its surroundings.
Over the last couple of years, the site has been used by a company that stores and transports different construction aggregates to and from sites around the GTA. The storing of these aggregates have amounted to an approximately 18 meters tall hill that can be seen from several blocks away. The aggregates are then blown away by the wind across several neighbourhoods.
The lessee in charge of the storing and transportation operations had previously promised to reduce the size of the construction aggregates mound. The remaining aggregates were also to be relocated to an enclosed storage facility expected to be built on site. So far no progress has been made by the lessee on any of the previously mentioned solutions.

Motions
That in accordance with the provisions of Chapter 27, Council Procedures, North York Community Council reconsider Item NY24.29.
That North York Community Council amend Recommendation 1 by adding:
"d. Application of polymers for dust control on areas that do not receive vehicle traffic."
