Panel Recommendations

The Corporations Nominating Panel recommends that:  

 

1.  City Council appoint the following candidates to the Toronto Community Housing  Corporation Board, at pleasure of Council, for a term of office ending March 10, 2023 and until successors are appointed:

 

John Campbell

Debbie Douglas

Adele Imrie

Nick Macrae

Brian Smith

 

2.  City Council appoint Tim Murphy to the Toronto Community Housing  Corporation Board as Chair, at pleasure of Council, for a term of office starting on May 16, 2021 and ending March 10, 2023 and until a successor is appointed.

  

3. City Council direct that Confidential Attachments 1, 2 and 3 to the report (January 29, 2021) remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Toronto Community Housing Corporation Board of Directors.

Candidates Biographies:

 

John Campbell

 

John served as Toronto City Councillor (2014-18), (Budget Committee Vice-Chair, Planning and Growth, the TTC.) Previously, he was elected as TDSB Trustee (2003) and Chair (2008-09), during two terms. As Chair, he led 22 trustees in setting priorities and policy, and managing a $2.3B budget. For thirty years, John worked in the consumer packaged goods industry, most recently as managing director of his own sales agency. John has a MBA from the Schulich School of Business (1999) and Hon BA from U of T.  John presently works as a government relations consultant and in business development for an electric vehicle charging company.

 

Debbie Douglas

 

Debbie Douglas is the Executive Director of OCASI -the Ontario Council of Agencies Serving Immigrants. Through her work in the NGO sector and particularly at OCASI, Ms. Douglas has highlighted issues of equity and inclusion including race, gender and sexual orientation within the immigration system and promoted the creation of safe, welcoming spaces within the settlement and integration sector. She was a member of the province’s Expert panel on Immigration which published the report Routes to Success resulting in Ontario’s first Immigration Legislation. She was also a member of the Expert Working Group on Income Security Reform and the City of Toronto’s External Advisory Committee for HousingTO.

 

Adele Imrie

 

A CPA CA who served as a Senior financial executive with extensive experience in commercial real estate and P3 infrastructure project financing, development and long term asset life cycle management including two major social assisted housing projects in Toronto and Vancouver. Adele also possesses significant Board experience having served as Chair and Audit Committee Chair for several large NFP organizations in the education and health care sectors. 

 

Nick Macrae

 

Mr. Macrae is a Senior Portfolio Manager, Real Estate for HOOPP (Healthcare of Ontario Pension Plan), one of Canada’s largest pension plans with assets of approximately $94 billion. He and his colleagues are responsible for managing all activities of the $15 billion global real estate portfolio. Mr. Macrae earned degrees from the University of Toronto and Queen’s University.  Mr. Macrae sits on several non-profit boards of directors and committees, including Community Living Toronto as a board member and former chair.

 

Tim Murphy, Chair

 

As an Executive Partner at a major law firm, a former elected official and a former Chief of Staff to the Prime Minister of Canada, Tim Murphy brings a broad range of experience to the TCHC.  He is a director of a publicly-traded residential real estate company and is an expert in bringing the public and private sector together to deliver public assets and services. He is the author/editor of Construction Law in Canada and published his text on Public-Private Partnerships in May of 2019. Tim has served as Chair of the TCHC Board of Directors since May 2019.

 

Brian Smith

 

Brian F C Smith was the President and CEO WoodGreen Community Services from 1978 – 2014. He served as a member of the Mayor’s Task Force on TCHC; Ontario Expert Advisory Panel on Homelessness and the Consumer Council of Canada’s Residential Intensification Panel Report. Brian has a BA (Bishop’s); STB (Trinity); MBA (Western); Institute of Corporate Directors Non Profit Certificate; the ONPHA Sybil Frenette Outstanding Leadership Award; CUI City Leadership Award and is a Past President HOA and IFS. In addition to serving on the TCHC board, Brian is a board member of Friends of Ruby and Phelan McDermid Syndrome Foundation.
