Speaker Nunziata advised Council that the provisions of Chapter 27, Council Procedures, require that Motion MM32.15 be referred to the Economic and Community Development Committee. A two-thirds vote of the Council Members present is required to waive referral.

Councillor Carroll, on a Point of Order, stated that Items MM32.9 and MM32.15 should be subject to referral to the Economic and Community Development Committee, and not the General Government and Licensing Committee, because the higher priority is funding for the programs, not securing a below-market rent, and asked the Speaker to rule on the matter.
Councillor Carroll, on a Point of Order, stated that she appreciated staff's advice and was asking for a Ruling from the Speaker on where the Items should be referred so that funding, related to MM32.9 and MM32.15, could be discussed with the appropriate staff before proceeding to real estate and, if the items are referred to the General Government and Licensing Committee, will she lose the opportunity to discuss the program funding.
Councillor Perks, on a Point of Order, stated that he would like to know, should Council waive referral to the General Government and Licensing Committee, could Council then later move a motion to refer the Items to Economic and Community Development Committee.
Speaker Nunziata subsequently ruled that that the correct committee to which Council should waive referral is the Economic and Community Development Committee, as Motions MM32.9 and MM32.15 are primarily about providing support to organizations.
