That Councillor Anthony Perruzza be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:
Business Licenses and COVID-19 Related Closures
Reason for Urgency:
This Motion is urgent as any delay would cause small business undue financial hardship.
That City Council amend Recommendation 1 so that it now reads as follows:
1. City Council direct the Chief Financial Officer and Treasurer and the Executive Director, Municipal Licensing and Standards to report through the 2021 Budget Process on options to aid licensed businesses impacted due to COVID-19 closures, with estimated financial impacts of each option on the City's finances and cash flow, including, but not limited to the following:
a. reducing or eliminating 2021 renewal fees; and
b. extending the 90 day licence cancellation period to 120, 150, 180, and 365 days;
and report on all existing Municipal, Provincial, and Federal programs to aid businesses impacted by the COVID-19 pandemic.
That City Council authorize a temporary moratorium on the cancellation of all business licenses until February 18, 2021 or upon approval of the 2021 Operating Budget.
