1. In accordance with Section 71- 11.1C of the City of Toronto Municipal Code Chapter 71 (Financial Control), authorized the Executive Director, Corporate Real Estate Management to amend the non-competitive bridging contract number 47022860, to add $300,000, net of all taxes and charges ($305,280 net of Harmonized Sales Tax recoveries) to the contract, thereby increasing the contract value from $4,000,000 to $4,300,000, net of all taxes and charges ($4,375,680 net of Harmonized Sales Tax recoveries).

Summary

The purpose of this report is to request authority from the General Government and Licensing Committee for the Executive Director, Corporate Real Estate Management to amend the blanket contract value of the non-competitive bridging contract number 47022860, for Peter Young Limited, Operating as IPS for summer and winter ground maintenance services. The request is to increase the total contract value by $300,000, net of all taxes and charges ($305,280 net of Harmonized Sales Tax Recoveries), to a total amount of $4,300,000 net of all taxes and charges ($4,375,680 net of Harmonized Sales Tax recoveries), and extend the contract end date for an additional one (1) month.

 

This amendment is being requested to ensure continuity of services as the Purchasing and Materials Management and Corporate Real Estate Management. Divisions finalize the award of four (4) new competitive blanket contracts for summer and winter grounds maintenance.  This amendment will allow for the closing of the bridge contract and provide sufficient time to award the new competitive solicitation in the last quarter of 2021.

 

General Government and Licensing Committee approval is required in accordance with Municipal Code Chapter 195, Purchasing, where the current request exceeds the Chief Purchasing Officer's authority of the cumulative five-year commitment limit for each vendor under Article 7, Section 195-7.3(D) of the Purchasing By-law or exceeds the threshold of $500,000 net of Harmonized Sales Tax allowed under staff authority as per the Toronto Municipal Code, Chapter 71, Financial Control, Section 71-11.1.
