City Council Decision

City Council on February 2, 3 and 5, 2021, adopted the following:

 

1.  City Council adopt the confidential instructions to staff in Confidential Attachment 1 to the report (January 26, 2021) from the City Solicitor, as amended by motion 1 by Councillor Ana Bailão.

 

2.  City Council authorize the public release of the confidential instructions to staff in Confidential Attachment 1, as amended by motion 1 by Councillor Ana Bailão, and Confidential Attachment 2 to the report (January 26, 2021) from the City Solicitor.

 

3.  City Council direct that the balance of Confidential Attachment 1 to the report (January 26, 2021) from the City Solicitor remain confidential as it contains advice that is subject to solicitor-client privilege.

 

The confidential instructions to staff in Confidential Attachment 1 to the report (January 26, 2021) from the City Solicitor, as amended by motion 1 by Councillor Ana Bailao, were adopted by City Council and are now public, as follows:

 

1.  Council accept the with prejudice offer to settle site specific Appeal 134 to OPA 231 with respect to the lands designated Employment Areas within the Downsview Area Secondary Plan area (the "Lands") dated January 22, 2021, as set out in Confidential Attachment 2 to the report (January 26, 2021) from the City Solicitor, subject to Housing Policy 27 in Confidential Attachment 2 being amended by adding the words "including through future policy, regulatory and program changes" and City Council direct the City Solicitor and other staff to attend the Local Planning Appeal Tribunal in support of the settlement.

 

4.  City Council direct and delegate authority to the General Manager, Parks, Forestry and Recreation to take all necessary steps and apply for and receive any newly announced government grant or stimulus programs that could result in advancing the design and construction of a Downsview community recreation centre, including entering into any necessary agreements with landowners and other interested parties, that would support advancing the community recreation centre project without impacting projects included in the Staff Recommended 2021-2030 Capital Plan.

 
5.  City Council request the Chief Planner and Executive Director, City Planning to continue to ensure that community and stakeholder engagement continue to be inclusive and that various virtual methods, such as town halls, working groups, workshops and other techniques be applied with respect to engagement; in-person engagement should also be arranged and held upon the Medical Officer of Health deeming it safe to do so.   

 
6.  City Council request the Chief Planner and Executive Director, City Planning to apply the concept of a "15-minute City" while undertaking the review of the Downsview Area Secondary Plan to achieve complete and transit-oriented communities.

 
7.  City Council request the Chief Planner and Executive Director, City Planning to prioritize the principle of connecting the existing communities with the planned new communities through the use of multiple means, such as trails, bike lanes, linear parks, pedestrian crossways and others appropriate approaches.

 
8.  City Council request the Chief Planner and Executive Director, City Planning, the General Manager,  Parks, Forestry and Recreation, and the General Manager, Transportation Services, as part of the development of a revised Downsview Area Secondary Plan, to prioritize the connection of the Downsview National Urban Park with the Allen West community through an integrated and expanded park network and active transportation corridors that allow for safe and direct pedestrian and cyclist travel between the Allen West community and Downsview Park.

 
9.  City Council request the Chief Planner and Executive Director, City Planning to consider opportunities to celebrate the site's varied history through the adaptive reuse of identified features, such as existing buildings, the runway, or others as part of Policy 15.e in preparation of the Public Realm Structure Plan.

Report of Committee of the Whole

February 3, 2020 at 3:52 p.m. - Speaker Nunziata advised that City Council had completed its closed session consideration of Item CC28.10  headed "Local Planning Appeal Tribunal Appeal of Official Plan Amendment 231 - Appeal 134 by Parc Downsview Park and Canada Lands Company Ltd - Request for Direction".  No motions were placed in the closed session.  City Council would now proceed with the public debate on the Item.

That:
