The Bid Award Panel adopted the following:

1.  Bid Award Panel grant authority to award the contract in accordance with the Contract Details set out in the report (November 10, 2021) from the Chief Procurement Officer:

Description:

Restoration of Roads, Sidewalks and Landscaping in Various Locations within the City of Toronto (21TW-DC-315OCS [Part A] and 21TW-DC-316OCS [Part B]).

Initial award shall be from date of award to November 30, 2022 with the option to renew the contract for two (2) additional separate one (1) year periods.

Should the option periods be exercised, then the General Manager of Toronto Water will request the Chief Procurement Officer to process the renewals under the same terms and conditions.

Part A (Contract Number 21TW-DC-315OCS): Bevcon Construction & Paving Ltd.

Part B (Contract Number 21TW-DC-316OCS): Bevcon Construction & Paving Ltd.

From the date of award to November 30, 2022

$1,200,430 net of all applicable taxes and charges

$1,356,486 including HST and all applicable charges

$1,221,558 net of HST recoveries

Option Period 1 – December 1, 2022 to November 30, 2023

The total potential cost to the City including option years for Part A is $3,664,673 net of HST recoveries. The total potential contract award is $4,069,458 including all applicable taxes and charges and $3,601,290 net of all applicable taxes and charges.

$1,925,158 including HST and all applicable charges

$1,733,665 net of HST recoveries

Option Period 1 – December 1, 2022 to November 30, 2023

The total potential cost to the City including optional years for Part B is $5,200,994 net of HST recoveries. The total potential contract award is $5,775,475 including all applicable taxes and charges, and $5,111,040 net of all applicable taxes and charges. 

The total potential cost to the City including the option years for both parts is $8,865,667 net of HST recoveries.  The total potential contract award is $9,844,933 including all applicable taxes and charges, $8,712,330 net of all applicable taxes and charges. 

Contracts are expected to start on date of award and end on November 30, 2022

with the option to renew each Contracts for two (2) additional and separate one (1) year periods.

The above cost calculations for the Optional Periods are based on the fixed unit price provided in the Supplier's submission. Unit prices will remain firm for the exercised optional renewal periods.
