The Bid Award Panel adopted the following:

Description:

For the non-exclusive supply and delivery of Water Soluble Polyelectrolyte (dry) for Waste Activated Sludge (WAS) Thickening for the City of Toronto's Highland Creek Wastewater Treatment Plant for a period of two (2) years from the date of award to April 1, 2023, with the option in favour of the City to extend the agreement on the same terms and conditions for up to three (3) additional separate one (1) year periods.

Should the option(s) to extend be exercised, then the General Manager of Toronto Water, or his designate, will request the Chief Procurement Officer to process the renewals under the same terms and conditions.

The total potential contract award identified in the report including all optional years is $830,417 net of all applicable taxes and charges, and $938,371 including all applicable taxes and charges. The total potential cost to the City, including all option years, is $845,032 net of Harmonized Sales Tax (HST) recoveries.

The above cost calculations for the Option Year Periods reflects an estimated annual 3 percent increase as per the Consumer Price Index (CPI).

In accordance with the award criteria of the Request For Quotation (RFQ), the award is based on the Supplier meeting performance requirements outlined in the Request For Quotation (RFQ) and providing the lowest cost of as delivered polymer applied per metric dry tonne of Thickened Waste Activated Sludge (TWAS) produced based on the results from the full scale performance evaluation.
