Community Council Decision

The Toronto and East York Community Council:

 

1. Appointed, at the pleasure of Council, the individuals listed below to the Ralph Thornton Community Centre Board of Management for a term of office ending June 2022, or until successors are appointed:

Summary

The Board confirms that the appointment of these individuals complies with the provisions of the City of Toronto’s Public Appointments Policy and the relevant provisions of the Relationship Framework for Board – Operated Community Centres, as well as the RTCC’s Constitution and By-laws.

 
The following members are continuing their two year terms, which will end in June 2021:

The following are no longer on the Ralph Thornton Community Centre Board of Management due to resignation or expiry of their terms:

 

William Somerville

The RTCC Board of Management began a search for suitable candidates to fill the vacancies as members’ terms end in June 2020.   Notices inviting qualified applicants were sent to all current RTCC members, subscribers, partner/stakeholder agencies and organizations, user groups, local political representatives and newspapers/newsletters.  Additionally, notices were posted on the RTCC’s web and social media sites, and in all public areas of the RTCC and the local library branch (which is located in the RTCC). Existing board members were also encouraged to distribute the invitation via their personal networks.  Applications were received and reviewed by the Board’s Nominating Committee and interviews were held to identify qualified individuals with a range of experience and interests relevant to the RTCC’s mandate and good governance. 

 

At RTCC’s Annual General Meeting on October 7, 2020, the Board and RTCC members present approved the recommendation for appointment of those listed above.

 

Appointments to the RTCC Board of Management are a matter for which the Community Council has been delegated authority from City Council to make a final decision, provided that the recommendations do not vary from the Public Appointments Policy.

 

The nominees are qualified to serve on the Board of Management pursuant to the relevant provisions of the City of Toronto By-law (Chapter 25 of the former City of Toronto Municipal Code), the Relationship Framework for Board-run Community Centres and the Public Appointments Policy. The nominees are all members of the RTCC over 18 years of age, three of whom live in the RTCC Catchment area.  None of the nominees are employees of the City of Toronto or of any of its Agencies, Boards, Commissions or Corporations, nor are they serving on another City Agency, Board, Commission or Corporation.

 

On behalf of the Board of Management, I respectfully request the City take the necessary steps to implement the above requested appointments.  Thank you for your consideration of this matter.
