Community Council Decision
The Toronto and East York Community Council:
1. Re-opened item TE15.18: Construction Staging Area - Holly Street and Dunfield Avenue (25 Holly Street and 44 Dunfield Avenue).
2. Adopted the recommendations in the (May 27, 2020) Report and Attachment 1 from the Acting Director, Traffic Management, Transportation Services - Construction Staging Area - Holly Street and Dunfield Avenue (25 Holly Street and 44 Dunfield Avenue), with the following amendments:
- Amend Recommendation 1 as follows:
"1. Toronto and East York Community Council authorize the closure of the east sidewalk and a 2.1 metre wide portion of the northbound curb lane on Holly Street, between a point 48.5 metres north of Soudan Avenue and a point 34.5 metres further north and provision of a 2.1m wide temporary pedestrian walkway within the closed portion of the eastbound curb lane, from July 16, 2020 to July 16, 2021." - Amend Recommendation 2 as follows:
"2. Toronto and East York Community Council authorize the closure of the west sidewalk and a 2.9 metre wide portion of the northbound curb lane on Dunfield Avenue, between a point 81 metres north of Soudan Avenue and a point 46 metres further north and provision of a 2.1m wide temporary pedestrian walkway within the closed portion of the northbound curb lane, from July 16, 2020 to July 16, 2021." - Amend Recommendation 19 as follows:
"19. Toronto and East York Community Council direct the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with the local ward Councillor, local business improvement areas and resident associations in advance of any physical road modifications." - Add the following new recommendation:
"Toronto and East York Community Council direct the applicant to review options with the Construction Hub Coordinator to decrease the construction staging area as it is being approved through this decision, and present a new proposal to Community Council upon the 12 month approval expiry."

Summary
I am writing to request your support for re-opening this item that we had discussed last month but did not make a decision on. There have been new developments that inform my understanding of the situation and I would like to propose a way forward that will help the community while allowing the construction to go ahead.
Since the June Community Council meeting, my office has helped facilitate dialogue between the tenants' association at 45 Dunfield Avenue, City staff, and the developer to find a manageable solution that would both minimize the impact of the work on the community and provide the safest possible conditions on site. While I have fundamental concerns over the public right-of-way being occupied for private development, City staff have advised us that there are no safe alternatives to the proposed staging.
The tenants' association is in agreement with going forward with the proposed staging, provided that a number of amendments are included. Via this motion, I am asking you to support the staff recommendation with a set of amendments that will make the site safer and provide more oversight by the City.
