Community Council Decision
Toronto and East York Community Council:
1. Requested the General Manager, Transportation Services, to conduct a safety and operational review of Hallam Street, between Dufferin Street and Ossington Avenue to identify, then install temporary safety improvements for pedestrians, cyclists and motorists and identify a longer term vision and measures to be implemented when Hallam Street is reconstructed.

Summary
Residents contacted my office several years ago requesting major changes to Hallam Street, citing its great potential for becoming the green spine or "complete street" of Dovercourt Village (Dufferin to Ossington). Hallam is a very wide collector street. This is, I understand, because it once had a streetcar line many years ago. The street's excess width provides great opportunities for improvements: new street trees, widened sidewalks, new boulevards, traffic calming and increased cyclist and pedestrian-friendly measures. Unfortunately Hallam Street has not been scheduled for road reconstruction and I have had to wait, along with residents, for the right time to create an over-arching vision for refreshing and revitalizing the street. We have recently pushed for more police enforcement as a means of helping improve safety, but I believe that more can be done while we wait for road reconstruction to be scheduled. I am therefore requesting that the General Manager, Transportation Services, identify temporary safety improvements and a longer term vision for Hallam Street.
